I don't think most pirates do this. The reason the bounty hunting system as a profession is dead is that most pirates operate in low sec where its easy to avoid getting pod killed. ---

Most pirates actually don't pod themselves for the bounty payout, they view it as an achievement to get a high bounty rather than just something to get more money for themselves. Plus, there are always clueless newbies who try to kill people for their bounty, providing more targets.
