I donŠt think I am the only that have got annoyed by Jita lag. And I have also been thinking how can CONCORDE keep order in this messy place?
The answer is they donŠt!
My suggestion to kill off laggy systems is to "simple" let CONCORDE lose their control in systems with too many players. This overload kicks in when there is more than 300 player ships in a system, once that happens the security lvl starts to drop 0.1 point every 15 minutes there are more than 300 player ships in the system.
However security lvl will not start to rise again as soon as the amount of players has dropped below 300 but when it has dropped below 200 and it will rise 0.1 points every 15th minute until the old security lvl has reached or when there are 300 ships in system, then it starts to drop again.
To make it not such big fuss to implement most things as bandits, concorde ships, cannon towers stays the same despite the security drop. What happens is that Concorde ships use less and less firepower and stops to shoot all together and be passive when security 0.4 is reached and towers will stop to fire as well at security 0.0
A huge pirate gang can force security drop this way, but traders etc will have some time to get away, and they will learn to not create laggy overpopulated systems the hard way

This has been suggested many many times before. All it would do is make Jita a noob gank fest for the older players.
New players will go to Jita, then get killed and then complain about getting blown up for no apparent reason. These players will then get upset and leave the game. So yeah, not a good idea.
I will say it again: if you dont like Jita don't go there!
There are other trade hubs in the game, all of which have less lag than Jita.

I have a better idea "Concord Riot Squad" system gets to full, riot squad comes in with Super Caps and starts omgwtfbbqpwn everything , nothing like a little riot control to restore order.

I have to disagree. It would only be this "noob gank fest" if warnings weren't put in the game. Say its at .5 security and still to high, then every 5-10 minutes a status message could be displayed saying that the system population has reached a critical mass and that security will soon drop to a point where players can not be protected by Concord anymore. This gives everyone a viable chance to leave the system before getting themselves ransacked by pirates. I would also implement a max station population so the entire system can't dock and a great many are forced to leave instead of sticking around.

The difference is that they will have some time get away if they are in the system and the security lvl starts to drop or go somewhere else if they havenŠt reached the overpopulated system yet. It will also be a way to kill bots since bots will not pay attention to the star map
It will force players to spread out for sure, and it will avoid any new trading hub with 300+ ships at any time of the day to pop up ever again.

Well I think 300 is a bit low perhaps maxing it out at 600-700 seems more reasonable. It is supposed to be a trade hub, just not a trade hub containing 1000 players stuffed into one system.

I've been to Jita oh so many times, and have literally only lagged on the entrance to the system, and on market browse while inside of 4-4, and only then when there are at least 400 players in system. Unless you hang out by the Perimeter-Jita stargate all day, I'm starting to think Jita lag might be fixed simply by people either subscribing to a better internet service or getting a better graphics card. You'll probably want to upgrade your card anyway for Trinity if you're like me and use something that was middle of the line two years ago.
In any event making Jita a low sec system doesn't sound like a really hot idea.

I can see it now.. 285 people in jita.. then BOOM. In jumps 100 Corp/Alliance ABC and soon it's a turkey shoot.
Not something that would work. Better idea is to limit the number of transactions a system can do. Figure out how many Jita does, and divide that by 4, and there you go.
Instead a single system being the games Trade hub, it might be a cluster of 5-10 systems..

As the guy below you mentioned 400 is enough to create lag. The reason why I picked 300 is not just because of the lag issue. How many systems out there have 300 ships in them normaly? Not even Rens, the most populated place outside Caldari Empire, cross that line often.
And is any system in Minmatar and Amarr space close to 300 ships, like ever? If killing off Jita as a super Hub will make those Empires a bit more populated because players spreads out, will that be a bad thing?

This could create an interesting situation. Large pirates corps might cooperate to bring the sec status down as often as possible , in order to camp the system for uber profit (after all , it is at crossroads)

Get a better system man. I've been through there with 1100 pilots and saw maybe a little bump when I went into warp.

The solution is much easier and much more n00b friendly; Market taxes that depend on market activity. Trade hubs have higher taxes and thus higher prices then smaller market, forcing people to either move somewhere else to buy/sell or end up losing a lot of money. -----

The problem comes when after the sec rating drops down below .5, the gates will be camped so it would be hard for people to get in/leave. ____________________

Lag is annoying, however it is also just about the only reason NOT to go to Jita atm. And at the same the time most of the Empire systems are empty.
Lag alone will not stop everyone and their grandma to go there, instead of having several medium sized trading Hubs spread out among the Empires. Gallante space is a good example, it has several systems with good economy. You donŠt have to travel a long way to buy something cheap or be able to sell something at a profit in Gallante space.
Compare that to Amarr and Minmatar Empires. No super Hub = more people and better economy elsewhere, hopefully those 2 Empires.
And you will have to go afk for quite some time to be caught flatfooted in a security 0.4 Jita in my suggestion, Jita is 0.9 and when it starts to drop everyone in system have a full hour to get out of there before security lvl 0.4 is reached.
