I have a procurer with just;
1 x Ice Harvester I
I'm new and have a budget of around 5mill ISK, can anyone suggest upgrades i can get to make ice mining easier etc?

Ice harvester upgrade I
Might need a co-processor to fit it. (Or maybe try fitting two?).
But mostly, aim for a retriever ASAP. 2 lasers is better than one.

Ok I've attached 1 Co-processor and I am training skill for ice harvester upgrade I, so low slots are gone, what should i get for medium slot? and I also have 3 upgrade hardpoints.

For your mid slot I would put a shield booster on as there will be npcs around the ice belts, Unless mining rig prices are significantly cheaper than combat rigs I wouldn't bother putting anything in the "upgrade" slots as its not worth the cost.
Try to replace the procurer as soon as you can because its a really poor mining platform and some mining frigates and cruisers can out mine it when mining ore.

Indeed, the Procurer really, really sucks as a mining platform (NTM you should be mining regular ores if you want to make ISK).
Go for the Retriever, mount two T1 strip miners, a survey scanner, a mining laser upgrade, and a co-processor (may have to train some CPU-related skills to make it fit).
