You can lock people at any time you wish. But as soon as you perform any act of aggression (be it drones, shooting, electronic warfare, etc.), CONCORD will drop the donuts and smoke you.

I beleive that the lower the sec status the longer it takes for concord to show up, i.e. they come faster in a 1.0 system than in a .5 system, sort of like real cops called to a bad neighborhood.
In any case you dont have alot of time. Ifs its at all a close fight you should be able to hold out untill the good guys arive. It you are hit with overwhelming force you might go pop before the other guys get smoked, but they will loose their ships. These kind of suicide attacks are pretty rare, they generally happen when either there is some issue between the pilots, or your cargo is worth more than the cost of the ships and gear they will loose. Empire gankers will have buddies standing by to swoop in and grab the loot. Now and then you hear about a freighter going down in empire to a pack of battleships because it had a multi-billion isk cargo.
Overall, this isnt something you need to worry about much. I dont think I have ever had someone shoot at me in high sec appart from war targets.

so if i pop someone, then warp away before concord shows up...will they follow me? or pop me later? or do i escape until the next time i engage someone?

so if i blow up someone. no matter what, im getting my ship blown up by concord?
then how do pirates make a living?
i would think, if i blew someone up, then warped away, or jumped fromt he system, that concord wouldnt follow me *warp drive acti...wait, where are we going?* |

No. As mentioned, if you can evade CONCORD, that is considered an exploit and is against the EULA. In high sec, if you initiate fighting without the other being flagged (such as taking something from a jet can of yours) you will be CONCORDokkened.
Aside from ships getting suicide ganked because they are stupidly carrying hundreds of millions or billions of ISK worth in an unprotected ship, the way pirates make money is by going to low sec, where pirates belong. (Others try ore can flipping or noob can baiting, but that's just lame, people.) |

In high-sec, when you attack someone who is NOT a valid target (flashy red, or a war target) CONCORD will come and pop you. When they arrive, they use "Chuck Norris" strength sensor damps/jammers, warp scramblers, and neutralizers to go with the Insta-Pwn missiles they fire.
In 1.0 systems, you've got 5 seconds from the aggressive act to contemplate the folly of your ways. In 0.5 systems, you've got 20 or 30 (can't remember offhand).
If you warp off before CONCORD arrives, don't worry, they already know where you're going and will be there shortly. Docking or jumping out of the system won't work either, as the personell running the stations and stargates can see that you're doomed and don't want your exploding ship messing up their equipment, so there's no escape there.
As for pod popping, if the guy has a -5.0 or worse, or is a war target, you can pop him without a visit from CONCORD. (even if they're already there, they'll just watch and applaud as necessary) Popping any other pods will bring down CONCORD and a harsher security drop than any other illegal aggressive acts. _______________________________

I know this from being here a long time but reading this I am not sure it is entirely clear so simple version:
- You CANNOT evade CONCORD. EVER. - If you somehow find a loophole no one thought of to evade CONCORD (basically destruction of your ship) that is an exploit and will get you banned from the game. Although kudos to you for the evasion since CONCORD is pretty much instant flaming death. - You can shoot anyone FLASHING red (assuming you did not modify your Overview settings) without CONCORD coming for you anytime, anywhere. Have fun. - Podding (not destruction of the ship but destruction of the pod) can be done versus targets you are at war with or someone with a -5 sec status or below. - Killing a pod that was not a legitimate target will hit you with a rather large security status hit (killing their ship also gets you a sec reduction but not so bad as killing the pod).

Does that really happen? Rounding up I mean will show you as flashing red to me but then I get CONCORDed?
If so seems a nifty way to make some cash. Work your sec status to -4.99 then hover by gates in a pod all flashy red so people shoot you then scoop the loot with an ALT hauler after CONCORD does their thing.

I assume this is system statuses with 0.5-1.0, right?
What about 0.1-o.4?

In low-sec, you still get the security status hit, and any gate/station guns will still try to pop you for 15 minutes(global criminal countdown), but CONCORD does NOT come. _______________________________

You can also pod/attack someone in Empire space without Concord coming in if you have Kill Rights on that person. You can get this if they have killed you previously but you had not shot back at them (i.e in a war or in lo-sec battle where you are focusing on another ship but his one kills you)
I only found this out myself after being involved in some PVP the other night :

You sure about that? All the guides specifically say that once you destroy their ship, you've got your revenge and you CANNOT pod them without consequence. ie. your kill rights disappear upon their ship blowing up. I have no personal experience so I don't know, but I've read that at least 3 different places now.

I have read that as well, but that if you find them in your pod (however you manage that ^_^) the pod counts as their ship and you can pod them.
