The rohk is by far and away the best sniper battleship class vessel for people who cannot fit t2 weaponry. With a fairly skillpoint light t2 setup (ie t2 Sensor boosting and tracking mods) you can get a pretty simular range to a t2 mega. With faction ammo, you can get nice dps as well if you have a couple of mag stabs and rigs etc thrown in. What this means is that in 0.0 fleet engagements you are able to bolster your sniperfleet with chars who probably couldnt get the range and dps needed with lesser ships, particularly caldari specced players.
Not too sure about the other t3 but I see plenty of maels around and abbas thats for sure. I think the hyp is probably the least used and I thought it was a dud boat until I saw a video of a guy using it for low sec pirating, had a pretty decent tank and was able to engage in a number of 3on1's and come out trumps.
Morale of the story- dont underestimate the t3 ships, they arent as good as what they could have been, would have been nice to see specialisationary roles but they shouldnt be sneezed at either.

Just yesterday I had an offer too buy two of them, for below NPC price. I offered researched BPOs at NPC price, now that is a great deal if you're even concidering buying these BPOs

I rarely fly the Tier 3 bs. I have a blaster rokh in my hangar but its just not so comfortable to fly. I usualy stick with a raven or my alts mega for fleets. I never tuched the hyperion so far. I just dont seem to come up with a effective setup tbh.

Baring getting 30 800 cap batteries or 200+ metal scraps; with it fully decked out with salvage tackles and cargo expanders in its lows you can loot an entire level 4 misson in one run. 2100m/3
Its slower then a destroyer but I just wait for everything to get within 20 km of me before killing it so 95% of my kills are withing tractor range at warpin.
Great salvage vessel.
For snipeing like said before id prob go with a Mega cheaper and easier to get ahold of.
Great mining ship too  .

Drones lands is prolly the best place in EvE for builders to live in, you have absolutely every ore in there, and in good quantity so its no excuse for not building tier 3 Bs there.

No, really: The problem is that people mine Ark/Bist/Crok and Rat all the time, resulting in Trit at 4 isk per unit. You can't even get people to mine Ice at twice empire prices. Veld rocks are never touched.

I mined... oh boy have i mined, damn roid fever.
