Target: Highsec Missionrunner who use F.O.F missiles. Nowadays there are quite many of them, doing lvl 3s almost afk with F.O.F heavies or lvl 4s with F.O.F. cruise missiles. Check Missionrunnerforums for that or see how much fofs are sold in missionrunnerhubs.

Howto: First you must know how to probe and find missionrunners. It's not hard, but another topic, so get yourself informed if you don't know how to do that fast.

All you need is a frigate and a second char with a somewhat tanked ship (cruiser or battelcruiser, that can tank some rats for few seconds).
Put some transfer modules (shield, energy, armor) on your frigate, probe for missionrunners till you find one that uses F.O.Fs (for advanced pirates: set up fof missile orders at missionrunner hub stations and look up who bought them).

All you have to do now is: Get close to him with the frigate, target him and put the transfer modules on him (shield transfer will not triger concord on you) and wait till his cruise missiles start to attack you. Again, not sure if that's an exploit, but we saw this on last eve tournament, where ravens attacked their own healing support with fofs and noone said something of bad game mechanics / no GM intervention, so probably its legal.
Most likely you will get killed by the fofs, but that missionrunner will get killed by concord within less than a minute !

Now your gangmate warps to your pod in the somewhat tanked ship, he does not land on top of you since its deadspace, but comes throu the acceleration gate and has to get from warp-in point to the wreck, while mission-rats will be shooting on him (thats why the ship should be tanked, a cheap battelcruiser will do the job). Open the wreck and voila: for a littl probing-time and the cost of a frigate you get a lot of shiny faction/officer lewt that survived the concord-attack and can be worth up to some billions of isk.
