I think a nice bribe to a stations manager to prevent or 'delaying' a station hugger namely plate *****s that sit in dock range for there pvp would be a nice addition 
Obviously someone with good standings etc. But that 'omfg dock!>@?!' on people that are sat there in dock range with 200k+ of effective HP would be funny.

Not sure how this would work - but I like the idea in principle. Perhaps if there was an option to bribe various officials in a station, for various things, and the amounts varied according your standing, and possibly the standing of teh person/corp you wanted to affect (and maybe your diplomacy etc skills too) .. and the sec level of the system you're in .. maybe with a chance that you'll get caught and criminally flagged for doing it ...
so many possibilities! :) Might have to wait for ambulation so you can private convo the NPC in question ... and have to bribe them every few seconds to keep extending the aggression dock timer ...

I think the capital tractor beam should be able to lock on to ships and forcibly drag them away from the station. bigger the ship and the more powerful it's engines the slower the process is but still no escape either way.
Would be fun to see the Rorqual as the number 1 pirate ship.
