just fit 6-7 damps on a lach/ arazu and youll be very powerful too. you should be able to take out a few ships. But you prolly wont fit like that huh

Yes, well. The point is that even with that fit, you cannot take out a few ships. No. Can. Do.
As it is currently, in Sisi a max-skilled damp specialist on a specialist ship fitting a T2 sensor damp gets about equal effectiveness out of it as a 2-days old n00b fitting a T2 sensor damp to a Velator in Tranquility, except that it affects just one stat.

There is no ECM buff. Some ships are being made stronger at ECM, but none of them are being made stronger than the Rook is currently. Therefore, since ECM is not overpowered now, it is not overpowered on test.
ECM may well be the only choice for electronic warfare on test, but that doesn't mean it's overpowered. Do you think if you nerfed ECM that suddenly people would be flying the overlynerfed RSD ships again? Nope, because they are too weak.
The solution is to retune the bonuses on the RSD ships so that they remain effective, not cry because a couple never-used caldari ECM boats get boosted to be on par with an already existing caldari ECM boat.
There indeed is a ship that is being made stronger than the Rook is currently - Rook is getting a high-slot moved to low-slot.
Also, all ECM is getting its cap use reduced by 40%.

Balancing != nerfing it to utter uselessness... I think that damps should be changed like ECM is now. Some use on normal ships, but powerful on specialized ships like the Arazu. Same with tracking disruptors, just up the bonus on the specialized ships. _______

Agreed, though ECM is mostly worthless on normal ships.
