1. Helping an aggressor in any way (remote sensor boosters, energy transfer, shield transfer etc.) should be considered aggression in itself and should incur all the penalties of aggression.
2. Concord should not be indestructable or invincible. They should however be a force to be reckoned with, and have, for all intents and purposes, unlimited resources. Gate guns should be powerful and a serious deterrent but not totally invincible.
3. Concord should have regular patrols in 0.5 and above, in force proportional to system sec rating.
4. Concord should respond to any act of aggression (other than corp war) in high-sec empire space (1.0 - 0.5). Initial response and escalation proportional to system sec rating.
5. Concord should have irregular patrols in 0.4 to 0.1 empire: it makes no sense for it to be empire space yet for there to be no police presence whatsoever, so give it 'patchy' cover proportional to system sec rating.
6. If an unusually high number of ship kills (other than corp wars) occur in a low-sec empire system (0.4 - 0.1) in a given time period (say an hour) then a Concord patrol is dispatched to investigate (say 5 - 10 kills in an hour). This should put a stop to massacres in single systems, and encourage gate campers to move around, whilst not actually forcing PC Pirates out of Empire space.
7. Any Concord response (anywhere) should be scalable. If an engagement goes on beyond a certain time (such as 1 minute in high sec, 2 minutes in low sec), reinforcements are summoned. If a Concord ship is destroyed, reinforcements are summoned. All proportional to the system sec rating.
8. Within high-sec empire space (1.0 - 0.5) Concord should pursue an offender from system to system. Below 0.5, Concord should only pursue within the system. Maybe sometimes Concord should also perform a patrol sweep through non-empire space in order to 'put down any local pirates that are lurking out there' (and give the PvP'ers out there something to shoot at).
9. Anyone destroying a Concord vessel should be immediately tagged as being an outlaw, and thus fair game for players (at least for the duration of the current Concord action, if not permanently). Concord should broadcast the fact throughout the system "Warning: XXXXX has been declared outlaw and may be shot on sight. This pilot should be considered armed and dangerous.". [Also PLEASE make Outlaws really stand out with (correct) HUD bracketing and on the auto-scanner - I would like to see the entire row of the autoscanner with a red background for anyone that I am 'free' to fire on, and then maybe orange background for valid corp war targets]
10. Players with particularly low sec ratings should not be allowed entry to very high sec systems (someone mentioned random checks at gates and when docking, and I would add maybe also by any passing Concord or Faction police/navy units)
11. Frankly, a temporary ban is a light punishment in a lot of cases as it just lets offenders catch up on RL stuff they have neglected for the last year or so so how about if a player is found guilty of causing large scale death and destruction in safe space (sufficient to merit a ban) they should also be fined the cost of any and all replacement items (ships, mods, implants, clones etc.) by Concord. These fines should be automatically docked from their wallet, or assets to that mineral value seized. If they don't have sufficient ISK or assets, there should be a chance of them being recognised any time they are in empire space, and any current balance or assets should be confiscated until the bill is settled. If they are going to commit crimes of this magnitude, they have to expect to be punished severely and forced out of 'civilized' areas, or at least inconvenienced. --- It's not just a game! |
