As for TQ, it's one of the largest databases I know of, and the downtimes are used to do daily maintenance.

With a database as massive as TQ it does not make sense to risk faults or undue lag by trying to run large jobs while it is live. A 30-60 minutes downtime a day ensures more stability and that the jobs that need to be run don't interfere with anything else.

The TQ db may not be the largest in terms of entries in it, but in terms of transactions per day, it's greater than many international banks.
In addition to this, there are many processes that we will only run at downtime; for example, converting outposts construction platforms into stations.
Now, I'm not one of the DB Admins, so I can't comment on the how and the why of the daily downtimes, but I do know that without it, life would be that much more difficult for everyone involved.

To answer the OP we have daily downtime for a plethora of reasons ranging from hardware to software to game mechanics. Interestingly enough DB maintenance has little as nothing to do with the daily downtime. Maybe we use it to rebuild a tiny index but doing anything to our more active tables will take oh-so-much-more than that single hour.
To give SoJ a chance to shine: I read over your highly opinionated posts and noticed you said you were educated in the field. Of course this piques my interest as a professional so I checked our database for a possible DB-Guru presence. I thought I had perhaps run into one of my idols here on the forums but instead I was delighted to find out that I have discovered a new wnnderkind in the industry! Much to my dismay I can't seem to find any of your whitepapers or articles on VLDBs here on the internet so I was hoping you could point me towards some of your publications. I'm always looking for more well grounded knowledge to absorb and give to others.

Nothing I said contradicted my co-workers. If you want to play ball with me get your posts straight.
As to anything I've published you won't find anything other than stuff from my university if you google my real name. And that's nothing special because anyone who's finished any science degree at any respectable university should have some mention of it online, be it projects or just an online registry. 
But seeing as you can't direct me anywhere for righteous knowledge, I've answered the OP, signed an NDA a long time ago and have more work to do than fight over something I have full knowledge over, but cannot share, and you can only make assumptions about.. I'm afraid I'm going to have to sign out of this topic and wish the rest of you a happy feeding frenzy.

When you find yourself stuck in a hole, stop digging.
I'll post this to ensure that other readers are following me and to debunk your claims at my coworkers being liars (which is a very rude thing to say regardless).
Look over those 3 quotes. Pay careful attention to the difference within them. Closely read them over a couple of times. Can you find the single quote which mentions actual Database maintenance? Remember that apples <> oranges even if it suits your argument.
Now drop it.
