The reason for being grumpy about your question is that every single patch this question gets asked over and over. It's not a problem unique to EVE. The problem of people not knowing how to use the sodding search function before posting a question exists on just about every forum on the web.
As far as I'm aware (and my searches reveal) CCP has never refunded anyone for upgrade downtime. Given that the game's been running 4 years, I'd take that as a pretty big hint.
People outside of the IT industry seldom understand "service down-time."
For those who have this difficulty of understanding WHY there has to be a down day, I'll bring it down to a generally understandable level:
Picture an amazing roller coaster. It's just freaking awesome, and everyone loves it, but now the owners want to add an extra 750 meters of track with some amazing new twists and turns. They also want to replace the cars that go on the roller coaster with something newer, more exciting looking and with pictures of very pretty men and women in revealing bathing suits. Now, everyone would appreciate that.
The only problem is, for that extra 750m to get there and the new pretty cars to go on the tracks, the roller coaster will have to be closed down. There isn't any magical way of letting people ride the roller coaster while it's being upgraded, because the track now doesn't connect in that wonderful circle that allows people to ride the roller coaster without dying.
To ride this roller coaster, you have to have a monthly pass, so everyone that paid for a season pass (let's say it costs 14.95 a month) doesn't get to use the roller coaster for a day. Oh my goodness, they've just lost 50 cents! Now, what is the chance that the very next day, with the upgrades, the extra 750 meters of track... the beautiful men and women in revealing bathing suits plastered all over the cars (I'm just using that as an analogy for beautiful graphics), what's the chance that seeing all of that for the first time isn't worth an extra 50 cents?
