It just needs to be allowed to evolve naturally, and it will.
Instead of thrusting everyone into an avatar based environment so dissimilar to the rest of EVE (causing panic from the phobic masses) they need to keep doing what they're doing right now - just give people enough to get creative and interested in their avatars. Eventually they're having so much fun with it they want to actually be able to do something with these avatars they've created over time. And so they start to ask for this too ...
The community will ask for it, instead of it being forced onto them when they're not collectively ready. Much like the whole stigma that sometimes surrounds avatar related things, it's a niche of players within the community that are responsible for getting rid of that stigma and not CCP. Over the past five years I've watched (and enjoyed joining in) as players from traditional, "respectable" eve backgrounds embrace avatar fun and make it 'cool' to play a little dress ups.
The attitude today regarding avatars is unrecognisable when compared to even twelve months ago, let alone five years.
