I currently fly Caldari mostly and im looking to go into another race just because i'm bored with the same ships after awhile (Gallente is dead to me, so don't recommend them.)
Looking for small/large gang pvp.

Minmatar is the best race in EVE. Go train them if you want a fotm build.
Amarr is pretty fun if you're looking for a good ride.
All I ask is that, if you choose to train minmatar, you don't go around the forums acting like you're part of an elite group that has more skill than everyone else.

Amarr have an entire series of T2 ships that use missiles. Minmatar make good use of missiles as well, especially their Battleship lineup.
It's too bad Gallente is dead to you, because your hybrid skills would transfer.
I find Minnies to be the most fun in small gangs, but thats just me.
Also, what kind of EW skills do you have? Some really great ships coming out next week.

Minmatar is FOTM (flavor of the month) and for good reason. They have the worst dps but make up for that with good speed and some very strong ships in many classes. If speed is nurfed, Minmatar will lose a lot of their appeal.
Amarr get bashed a lot, but in reality they have some very strong ships. Gunboats, Missle boats and Drone boats mean that if you want, you can find a ship that attracts you. Amarr gun boats take most of the heat as far as criticism due to the high cap use and high fitting requirements of the guns, but in realityy, Amarr have the hardest hitting guns if you want to cover the whole 24k playing field. Crystals switch instantly and don't run out (T2 break, but just carry spares). If you are willing to put the time into them, Amarr ships can be a great asset to any gang.
Innevitably, its really up to you - if you are looking to solo, go Minmatar. If you will be working in a gang and if you are looking at capital ships - then I would recommend Amarr. -----------

Minmatar DPS isnt nearly as bad as people would lead you to believe. Minmatar has some of the most amazing ammunition options. Instantly striking unlike missiles, but able to cover the entire resistance spectrum. (Allowing you to use ammo to hit weakpoints, a major plus for projectile weapon systems even though their numbers might not be as high in EFT.)
Also, despite what the guy above says, minmatar are good gang pvpers as well. Nanogangs are very popular if you plan on going to 0.0.

I am not saying minmatar are bad. . .I have been flyying them for 3 years and will continue to - I just want to dispell the notion that Amarr are bad at PvP. The people who say this are usually new to the game and are just too shallow to see their potential. All the races are strong in PvP - its just a matter of which kind of pvp you want to do. In gangs, Amarr and Caldari are very very strong. The Amarr are the second fastest race and have the highest dps outside of 2k. Minmatar have the lowest dps and second highest alpha but are the fastest - these are just simple facts, not truths.
The thing about Minmatar ammo is: its not really damage type that you look at when you load ammo in PvP - its range. So EMP is the ammo of choise not because it does the damage type it does, it is the choieset because it does the most damage period. People who say they change ammo in mid combat are not talking pvp, they are talking pve - it is simply not an option to sit out for 10+ lag seconds and move to your new optimal/falloff for another damage type. . .
Anyway to the OP.
Everyone goes either Minmatar or Gallente for pvp, everyone will tell you a zillion reasons why X is better then Y. . .for the most part, I would not listin to this and just look at what you want to fly - if going fast is what you like, then Minmatar is better. If you want a gunboat that can tank and spank - go Amarr. -----------

Train Minny, the 0 cap requirement on guns is a big advantage, better tank (more cap for tank) better weapon damage type with better more useful fittings (less fittings trying to compensate for cap I.E running guns/reps/tank at the same time)
Amarr crystal is not instant like some believe, it lags, and tech 2 crystals takes longr than 10secs to change 8 guns, for instance. Since they all try for the same crystal if u do it fast then loads end up with no ammo so u have to take your time and factor in any lat/lag. Plus... EM sucks for PvP and Pve...kk enjoy

EM only sucks in PvE against Guristas rats. As nearly as I can tell it even hits Angels/(NPC/Fleet)Minmatar ships harder than Guristas, but outside of those two/three EM (or at least amarr laser crystals that I use, none of which do EM only) does about as good overall as anything else.

hail, barrage, emp, and phased plasma, and fusion (if you cant use quake/hail/barrage/tremor) all give high damage, varied resistance types and they're all in the shortrange spectrum of ammos.
for fleet fights you dont swap ammo, but for capital killing, small gang pvp, pirating, etc its common practice to change ammo depending on your target. I know I personally am required to swap ammo regularly in some of my setups.. 10 seconds isnt nearly as tragic as you'd think from the advantage you gain from different ammos in small gang pvp.
Fleet.. fit up long range ammo cause your damage doesnt matter anyways.
