I'll get straight to the point.
With the new covet-ops ships and covert ops jump drive can we please sort local so our 'covert' ships don't let everyone in system know that they're there.
Note this will also end all whines about afk cloakers as you won't know there there.

I'd have thought you could do better than no. The current way that local works prevents a lot of valid tactical option from being used.
I've heard both sides of this argument and without wanting to oversimplify things the overriding reason to keep things as they are seems to be fear.

Soverignty should allow those with that to see local immediate, but anyone with neut or negative standing to have a delay (longer depending on their low status).

just remove local already, people only show up if they talk.. I would cancel wow account and start playing right now

I say we keep it as it is just for lulz.
I mean, come on, you can now (well, soon) jump a fleet of invisible ships into a system using a cyno no-one else can see, but as soon as you arrive everyone in the system knows you're there. The humor value of this cannot be overstated, and even EVE needs comic relief.
