So. My negotiation skill isn't working. I put a petition in but it's been a day and I haven't heard anything from them.
Are there any suggestions?
I'm an Amarr Free Trader Entrepreneur, if that matters, any help is appreciated.

I'm not sure what you were expecting from the skill, but I'm 100% the skill is working as intended.
The skill description is a bit misleading on what it actually does. What it does is increase the effective quality of any agent you're talking to by +5/level, so if you're talking to a L4 Q10 agent and you have Negotiations 3, you will get mission rewards as if the agent was a Q22 agent. (There are a few other things that affect effective quality, but I won't delve into that) ---

Hi, ya. I have taken the time to train my negotiations. Did I waste that day and some? :(
It says that it's supposed to give "5% additional pay per skill level", but thats not what it does? Because when I get paid many of them are not amounts that could be 20% bonuses, unless the base pay were really weird numbers.
Or are you saying that I'm getting this bonus in some other way?

Oops sorry. Sojourner Romulus is my second character I made, just to see if the restriction for training was taken off when you switch to a pay account.

Horchan already answered your question. The ACTUAL effect of the "negotiation" skill is +5 to EQ of agents per level, which usually translates into roughly +5% payment per level.

Also consider that if you're doing L2's, ~+5% isn't the most noticeable thing, since the LP and isk rewards aren't very large for L2's. It would be much more pronounced on a L4 agent. ---

There's a bit of contention wether EQ affects LP or not, and the answer is sadly "we don't know for sure". HOWEVER, there might be truth in both versions... they might affect LP gains, but only to a certain LP top cap (dependant on system security rating, for instance), and not afterwards... so, in other words, only up to a certain EQ level (probably 20 ? more ? less ?), making it vital if you use lower-quality agents, and not so important for higher quality agents.
Of course, it's still uncertain either way, and truth be told, not enough "care" about it, since the other side-effects of having a high EQ on agents are nevertheless beneficial enough to train Negotiations regardless of any ISK and/or LP caps... namely, mission selection (gets better with higher EQ), less jumps sent away on a mission (high enough EQ and you hardly ever get sent more than 1j away) and last but not least RP/day "income" boost from research agents.
