I started the premium content download before realizing that my roommate was bringing the entire file home on a USB key in a few hours.
I decided that I would wait for him to bring the file home, so I started playing something else.
Even though EVE was closed, my network connection (not just from my machine, but the entire house) was saturated.
Using SysInternals TCPview, I saw a connection that was repeatedly opening in SVCHOST.exe to different 208.111.160.* addresses.
After more investigation I uninstalled EVE entirely and rebooted. Unfortunately my network connection was still saturated. The instant my machine rebooted the entire house experienced bad latency again.
EVE was gone. The DNA torrent client was also gone, but BITS continued to transfer the file stealthily, the only indication that any transfer was going on was the latency throughout my house and the report from TCPView of the connection from SVCHost.exe which reappeared every time my machine was rebooted, even after I killed it initially.
I searched the dark corners of the Internet and finally found a way to stop the EVE transfer that had embedded itself in my machine.
Microsoft puts out a set of support tools, including something called bitsadmin.exe - this is what I had to use to stop the transfer. Below is a log of the command line application:

After I did this everything was returned to normal.
BITS is awful, and the BITS client should not continue to download the update after every semblance of the EVE client is gone.  -...

Actualy they stated many months back that it was going to use Bits to download the file in the background.
What is more sad is that 90% of the people missed the patch file on the download page that takes you from the classic client upto the Prem client. Its been there since the min the servers went live.
Works like a charm also since its jsut a 500 or so meg patch.

We've said for many months before the release that BITS is deadly on home networks.
Someone in CCP didn't read the documentation and still used BITS. Shame.

Surprisingly, it isn't on the login page like it was on Sisi... Oh...the prem patch link that is...

I dont know about anyone else but it had no effect on our home network here. But then ageain we are all running Vista on our boxs and Vista has alot better network throttleing then XP does. May be half of the reasion.

I stop downloading the premium upgrade until I hear more of the boot.ini issue.

Well, I was under the impression that the premium patch ran in the background when EVE was running... not that the premium patch would run whether or not EVE was even on my computer and automatically restart itself first thing on boot.
At the very least, the uninstaller should stop the job. -...

BITS comes with Windows and is also used for Windows Update.

No. BITS is part of Windows has been for a long time. It's primary use is to download updates. I have never heard of it impacting a network and it seems to work very well for millions of people.

I have no problem with BITS. I use it to update the software at work. NCSoft use BITS to distribute their patches. Never had a problem with that either.
But the problem the OP was whining about is an unsolvable problem. He want the BITS software to know when it should cancel a job. That the software that started the BITS job has been deleted is not a sufficient reason to know that the BITS job should be cancelled.
What if you were downloading the software that replaces the stuff you just deleted. Your dooooomed. The BITS transfer is gone and you don't have any way of restarting it.

i guess it depends on the PC u use it on. on my 2 PCs i DL the permium stuff in parts... that means i paused the thing by shutting down eve. didnt affect my network like discribed by the OP

Or you could have just hit pause in the EVE settings, where you can also set the max download rate for the patch if it's saturating your connection. But lets just whine on the forums instead.
