This happened to me as well on two different computers. One of them I had to completly reinstall windows on >=/.

Also Hal.dll is missing so I have to fix the whole dang thing. >=/

And yes system restore fixes it, if you can even get to system restore.

The sisi version didn't do this, this is something they just decided to put in on the live patch for unknown reasons, I wonder what the reason for deleting the boot.ini in the CCP folder was in the first place.
I bet it was cosmetic, if the boot.ini file wasn't going to be used anymore, there is little harm in a 2kb file sitting in the base EVE directory.
Actually this happened to me like 2 days before the patch went live on my laptop with SISI, I had no idea it was related to EVE though.
