You've missed the point of EVE entirely.
The game is working as intended there is nothing to fix. If you don't beleive read the FAQ and user guides.
They're not circumventing game mechanics. They're allowed to do it and its intentional.
Just becuase you don't how to play the game doesn't mean it has to be changed.

You know full well there has been nerf after nerf to high sec ganking and its all the 'afk can't be bothered to fit a ship properly' crew that gets ganked.
You know full well that EVE and CCP endorses this kind of game play.
You definitely know that it says in the game guides that you can be attacked anywhere.
EDIT: IF you did buy characters and didn't spend 4 yrs in EVE asleep then you've probably bought the isk for those BPOs as well. Which gives me a warm fuzzy feeling becasue in EVE cheaters don't always prosper.

They're not meant to protect you its risk vs reward. Basically if you were 100% safe in empire then why should you be allowed to make isk? There would be no risk.
There is a small amount of risk in empire as it stands. You're not at your keyboard and are flying a paper thin ship with billions of assets you die. You fly around with billions of assets in a fitted ship and watch the screen and actually fly the ship you don't die.
The ganker loses a ship and takes the risk that the items are vaporised. They get kill rights against them and take sec hits which are difficult to reverse.

I take your point, what I'm saying is that it doesn't make much sense for a police force not to be there to protect people. As they stand they're more of a "CRIME makes us ANGRY" approach, but they couldn't give a stuff about the victims of crime, which makes you wonder why they bother attacking the perps. I appreciate that it's the way it is so that people can be attacked, and I agree that someone moving high value items should have at least half their brain engaged when playing or suffer the consequences, it's just that CONCORD don't make much sense the way they behave at present - obviously they don't work as a deterrent, 'cause people still suicide gank, so why do they bother at all? 
An alternative that might work would be to introduce (NPC) 'rat gank squads into hi-sec. If it was made obvious to even the most high-sec of high-sec players that they had to be on their guard to stop even NPCs ganking them, they wouldn't have anything to complain about if PCs did it too. After all if PCs can turn a profit suicide-ganking, you'd think some of the NPC rat corporations would be all over it. 
I think CCP's response to that in the past, is that Police only punish crime rather than prevent it in real life. Which to some extent is true, it definitely says it in the game guides.
Maybe raising awareness is the answer but not sure what the best way of doing it is. But then why should there be constant reminders? Maybe there should be a lengthy section in the tutorial fully explaining high sec isn't safe. Although the guy reckons he's played for 4 yrs so he knows the score. Its a game he lost to another player. Should the game prevent people from losing? Some people are just bad at EVE. For the Lions to eat there has to be Zebras.
It was his mistake he paid for it. You only die in EVE if you make a mistake.
