So actually, assuming this is legit for a second, the interest rate is RUBBISH unless you keep the money invested for ages.
Well he needs time for people to sign up before he announces his scam.
If he offered decent interest rates from the start, too many people would deposit then cash out again before he could build up enough to make the scam worthwhile.
This way he can payout interest for several months, appearing to be legit, while still being certain that nobody will cash out until he is ready to run.
