CCP will have no way of knowing whether a claim is genuine or not, and you just know that a variety of "enterprising" individuals would be quite happy to exploit that fact. I don't want to see them get ripped off, even over a boo-boo as big as this one.
I suspect they're all incredibly embarrassed right now. As a community, let's refrain from rubbing salt in the wound.
My commiserations to everyone who had to pay money over this issue. Personally, it wouldn't have been an issue for me because I can always call on my friends for any tech support I'm not able to perform myself, for the cost of a beer at most. (Besides, I run Vista). I guess if you don't have any friends/family who are able or willing to help you out like that it's kind of a sticky situation to get stuck in.
I'm also facepalming like mad everytime somebody says "CCP PUT UP FREE ADVISE ON THIS LOL NOOB" - if people don't have access ti a working computer, they can't very well get online to READ that advise, can they? -

Very easily. Anyone who paid to have this issue repaired on their computer can mail a dated receipt or invoice to CCP, who will then proceed to reimburse either monetarily or through game-time (I would expect the latter).
There, not that difficult, is it?

No solution is immune to abuse. Rudi's suggestion at least has the advantage of bringing proof that there was A problem at the appropriate time. That eradicates most of the potential for abuse.
Not perfect, but still the best suggestion thus far (in fact, the only suggestion I've yet seen that addresses the practical issue of proof)
So instead of smacking it, try and come up with a better alternative, please. -
