The only thing your stats show is that RISE was horrible when not supported by allied fleets. With AAA rarely being found in RISE space, the majority of the kills vs AAA will be assists with other allies in IAC space, while when we look at someone like PL, who was basically 1 on 1 vs. RISE, the difference is huge.
It's no secret that mixed fleets produce wildly erroneous statistics. For example, like ET said, if one RISE guy is in a gang with 100 BoB, even if he dies, he only has to shoot at a few targets before he goes down to produce a great ratio.

Goonswarm has a terrible K/D ratio when not supported by allies, too 
And even when they are!
