The current system just does not make sense. This is just an idea that I think would create ballance, and would also allow all races to select between armor and shield tanking (openning up new options for all ships).
1. Move shield tank modules to low slots (in line with armor tanks). 2. Move BCU's to mid slots (in line with armor tanker's weapons upgrades). 3. Reverse all shield tank ships module slots between mid and low slots. 4. In the case of caldari ships, adjust the cpu and power grid to be more in line with other races.
..and there you have it.
True game ballance for all types of tanks. It would allow players to select between shield and armor tank on any ship (although ships still would have their base advantages to one or the other). It would also allow shield tankers the same benefits of using webs/scrams/ab/mwd etc that armor tankers currently have.
I am not sure why things were not designed like this from the start.

Just a small addition. In the case of the caldari EW ships, 1 or 2 of the module slots would probebly need to remain as mid slots.

shield tanking and armor tanking are for the most part balanced. the only thing that isnt (and probably never will be) is the high end shield tanking stuff, which is far superior to the high end armor tanking mods/imps.

Uhh...heat sinks, gyrostabs, and mag stabs are all LOW slots.
So you fail already, not yet halfway through your post.
But I do think this game needs missile velocity/flight time/explosion speed/explosion radius modules, which are absent when compared with turrets.
But that's an entirely different discussion. |

There's things that must be sacrificed either way. If you move all shield mods to the lows and adjust everything to compensate that change, then what would really be the point of having armor tanking and shield tanking? They would be too similar. Might as well just have something called tank and have one low slot module that turns tank on/off.

Have you thought this out? Why do you want ships to be the SAME....
Lets see current situation:
tank + some or no tackling gank
Tackling tank or gank
Its different....
Shieldtank :you can gank + tank and even tackle if you drop some of the meds or go crazy and do EW and gank!
Armortanking: you can tackle + OR tank OR gank.
You want to:
shield: Tackle + gank + mwd FULLOUT TANK
Tackle + mwd tank or gank

wow isnt the same. the pvp there is horrible for a good number of classes :p
anyway, mirroring is the worst kind of ballance.. because you`ll end up not having to care what race you pick.. as they end up the same anyway.
accept that different ships, even different races , end up in different roles. Dont like your role ? Change YOUR racial prefference, not the race itself

Tanking is one of the best balanced things in game. =(
Shield tanking being way stronger and more complex. Optimized for PvE but harder to fit for solo-PvP.
Armor tanking not as strong, more or less based on 3 modules, but opens up for EW and midslotmodules.

No. Just plain no. Let's keep shield tanking and armor tanking properly seperate and discrete, and thus naturally unbalanced. Variety is the spice of life, and your proposal would homogenize EVE.
As to your comments.
#1) And as such remove the choice of fitting tank in either lows ormids? #2) And what about heat sinks/magstabs/gyrostabs? #3) See #1 #4) Again, I do NOT want everything to be the same.
