First off, I have all graphics settings in-game switched on and set to high (I think). But it still looks like a 4 year old game... Is there any way to improve the graphics? I've read about tweaks to a prefs.ini file but I can't find the file...
Secondly, the new client requires shader model 3 right? Does that mean my x800xt won't run it??
I just feel I can get more out of my system as it runs smooth as a baby's ass at the moment.
Any advice will be greatly appreciated.

There are two types of graphics content (the engine is the same for both, but everyone gets confused) at the moment: Classic and Premium. Classic is what EVE always looked like, and it is likely what you are using at the moment, and Premium is the new graphics content, and requires Shader Model 3.0. As the owner of an X800XT until only a few days ago I can confirm that it cannot use the Premium content, as it does not support Shader Model 3.0.
Therefore, your only option, should you wish to use the Premium content, is to buy a new graphics card that does support Shader Model 3.0.

Thanks for the info. Much as I suspected. But how can I tweak the current engine to look as good as possible??

It's likely it is already looking as good as possible unless you don't have AA turned on. It really didn't have many options at all and looked exactly the same for everyone using it.

You can always download nHancer, tweak it to as you wish: 16xAA, HDR, Gloom whatever you wish. nHancer has a compability mode for AA which allows it to bypass any limitations set by games. Such as EVE preventing AA from working when you have HDR setup. Use the "Oblivion compability HDR+AA" mode, and you'll be able to tell nHancer to run a high level AA, and at the same time allow EVE to use it's HDR.
Now, this doesn't sound like much, but I can tell you, this completely changed my view in the expansion from "nice" to "WOW". Note however that this is in NO way supported by CCP and may f*ckup your drivers and/or hardware. It works for me, that's all I can say.

Ancy Denaries: That's fine and all, and indeed I use it myself, but the OP can't use the new graphics so AA+HDR isn't really affecting him much. Not to mention he's using an ATI card

The graphics are four years old, simple as that. The most you can do is turn up the texture color depth, turn on V-Sync, and turn off LOD in the game, and in your graphics drivers, force AA and AF on.
The options have always been very limited, but the game has always looked just as good on low end hardware (even 4 years ago) as modern hardware.

well I downloaded the Premium graphics content, the question I pose though, is if you are able either via tweaking certain files or some other method disable the use of the shader model thingy to get the use of the lovely new looking ship models with the shader blooming big black squares everywhere I look. :) Im just a junky for ship designs and looks

As stated before, in order to use the new content your card must support shader model 3.0. The only answer to your question is that you need to get a new video card, sorry. There are cards out there that support SM3.0 for as low as $40 (not that you would WANT one of those XD), so you if you really want to see the pretty graphics, you will just have to bite the bullet and upgrade. -=^=-
