I guess the problem is not only about exploits, there's a phylosophic fundation.
The most important point, is the fact that this is a game, and the aim of a game is for people to have fun.
If a minority ruins the fun of the majority, you have 2 options: Option 1: Create a new server that suits the need of the minory, they could be just "leading" a greater movement of hard core PvP players, and that would become, in this case, a "kill on sight" server where everyone slaught and podkill each other, with no police and no security levels.
I'm not sure that such people would be happy on that server, because they would not find "innocent victims unprepared and easy to kill", but it would be a server filled with hardcore players and high levels of gameplay, most of the pirates who are today killing newbies would never join such a server because they would not have the balls.
Option 2: The "persona non grata" system, screw that people out of your game, and ask them gently to go play somewhere else.
A online game is like a sport, or another game, you play with the people you have pleasure to play, and you screw those you don't like.
As long as respect exist, everyone find his way, and play the game in the rules "of good standing", we like to fight against others, but we respect the fun of everyone, because we keep in mind this is only a game, and everyone pay to have fun, not to be a toy losing your time to build up a char so that more advanced people can play with you and destroy your work in a few seconds.
If you play with someone, and he don't respect the rules, he will maybe win once, twice, but at the end you won't play with that person anymore, the problem in a MMORPG is that you can't avoid people who are really screwing up.
I think the foundation of everything is mutual respect.
"I respect your playstyle if you respect mine", if there's no common ground possible, then CCP have to make an arbitrage and choose what kind of player base they want to keep in the end, and I think it's exactly what is happening.
They know that if the game goes too hard core, they will lose player base, because MOST people, are not hardcore enough to consider "being podded in a mining Frigate by a overarmed Cruiser without sommation or even a chance to escape" fun, and will prolly go play somthing that better fit them playstyle in a few months.
