Well, as the headline says...does the agents EQ affect the frequency of the implant drop from lvl 3 agents or is this the same for all lvl 3 agents?

Rchard Implants are only given out in important missions. EQ effects frequency of important missions. So yes EQ does affect the frequency of implant drops.
Wether or not it increases the chance of getting one in an important mission noone knows. It could change every downtime or have a randomn factor involved.

Folks I believe its this way. The base quality value is the key. This quality gives you in combination to your standing towards the agent the rewards you get.
The effective quality is how much of the reward. So implants is only based on your standing and base quality. Since Implants are rewards not bonuses this may be the key.
So even if you have negotiations 5 that puts 25 point to eq and your standing could add 9 more, your agent is the key to how many missions you need to do. --------------------------

Do you have a good reason to believe its base quality or is it just a guess? It would kinda suck cause what do you train skills for if they don't help?

From eve-db: Negotiation-Skill at agent negotiation. 5% additional pay for agent missions.
Therefore why would you not think that the base quality is the level of reward/bonus and negotiations/eq is the amount. --------------------------

Haris stop messing with the people that don't fly missions yet and/or much. And if you where being serious, try actually flying some missions, and try reading what papa has said about it.

There's no conclusive evidence that effective quality affects anything to do with missions at all. According to zrakor & papa smurf, it is supposed to raise the payout of any given mission, as well as raise the "critical bad luck" bar so that your frequency of important missions rise from the low end of the spectrum as your EQ rises. There's no proof that this is so; I've worked many agents and know quite a few, and some working with an agent Q -18 and EQ 0 get implants out the wa-zoo, while I've worked with agents @ Q 18 EQ 42 and got nothing for near 3000 missions.
When it comes to RNG, nothing is set in stone. While some argue that computers can randomly generate, the system track record for EVE says THEIR rng at least is broken.
