Right now: Every Account gets one vote that is weighted equally.
Your System: Each vote is weighted differently based on which category you vote in. (Different Voter Participation Levels to get a seat + equal seats = differently weighted votes)
If you're worried about voter participation, campaign. Go Local to Local talking up your favored candidate, or just talking up voting in general.
