I agree with Delinia Salrso. Following the KISS principal (keep it simple stupid), I'd rather see them make it more cumbersome to poach newb mining grounds by forcing the player to mine multiple asteroids with low ore content than implement more abstract rules.
I think the problem here (from what I've read) is that the stated goal of CCR is to prevent afk mining in newb systems, and they're not moving towards that goal. With their goal in mind, they should develop a policy that prevents afk mining.
Example: Without changing the current ore/asteroid make-up in newb systems, there is still potentially a lot of money available to newbs. BS miners can access more of that wealth because of better tech, better skills and better ships (more hold). Newbs can't.
But, if we remove all secure cans, we've not changed any of the factors above. And, because it might still take a while to mine out an asteroid in the above described system, they could still get up and walk away, come back every once in a while, dump in to a can, and wash, rinse, repeat.
The problem is that the new policy does not stop people from deploying secure cans, only from those secure cans lasting. Further it doesn't really stop people from the more active poaching of newb asteroid belts using regular cans. (Which isn't even their stated goal.) Most importantly, it doesn't really stop AFK mining. (I was, in fact, just last night told that someone took a Raven and put cargo expanders on it and minded Omber to the tune of over 1400m3 worth of units.)
On the other hand, if we instead implemented Delinia Salrso's suggestion, mass mining (with or without secure cans) is still possible, but we have come much closer to preventing CCR's stated goal of preventing afk mining.
Why? Because advanced miners in newb systems would be required to change their targets more often (already pointed out). So secure container or no, they're not going to be able to get up and walk away if the asteroid they're mining disappears after one turn of mining it.
All things considered, I'd rather see a return of secure cans. As it is, I've not played Eve since the Beta ended, and secure cans are new to me. I'll never get a chance to test them out now, except outside of newb territory.
