I don't see how the APOC's being a "fleet ship" excuses its various and sundry weaknesses as a combat ship.
The Apocalypse is a huge, huge ship, but though classified as a "Battleship" it is as at home in a firefight as a fish is in Death Valley. As I mentioned, It's poorly shielded and has no more missile hardpoints than a typical cruiser. The arrival of an APOC isn't going to scare anyone, unless they happen to be flying a Cruiser (or an Armageddon or some other unfortunate Amarran mining rig.)

OMG yes, we got a fascist "I am the miner" guy or girl whatever, yeah peeps you understood me right, one flaming the ore thieves calling them unintended by CCP (having never read the Prey Miner POTW), asking for a divine rigth to own a city siced vacuum ore cleaner(TM TomB I think) bloating as they are presuming to realy know what CCP intendet and what not - mainly due to having fallen into believing the illusion of being clairvoyant.
Ok let's consider their original intention was basically to design an mmoRPG you heare that a massive multiplayer online Role Playing Game not mmog (massive multiplayer online game) or mmospg (massive multiplayer online singel player gamer) like the whole bunch of beat up the cute "monster" drawn in anime stile thinking "what the hell I'm doing here, I would rather like to stroke and feed them".
Nope an mmorpg with a background and roleplaying, yet the whole thing got more or lost in the eleven (someone quoted it in the forum) redesigning processes, but what do we get told about the Apoc:

And tbh in my eyes they should give it out only to people having a high standing with the emperor family and the Amarr navy.
And yes it might need some engineering redesign, but the hell it was never realy intendet as mining ship, but ok keep on preaching to dumb stones.
