How to kill a Vaga with a nano-Sacrilege:
Fit a medium neut.
If the vaga doesn't run away in the first place, which he will if he is smart, he will get a hard-on when you don't web him.
Activate launchers, orbit 1000m, neut, and wait for killmail.

Well, you're partly correct. As a vaga killer, the Sacrilege has yet to be established as superior at its job. Once it has been confirmed to the population of vaga pilots, the tactics used to fly a vaga appropriately will not change except for one: Run from the Sacrilege. Just add one more to the list of ships the vaga runs from.
Having said that, as a Sac pilot, the joy of meeting a rookie or over-confident veteran in a Vagabond will still remain.

If you are talking about the nano setup with med neut, you are partly correct. You're right that it doesn't have a web. If the vaga engages, it will die. Why? Neut. You don't need a web. You just need the vaga to engage and use just one cycle of MWD. If the sac has a chance to use just one cycle of the neut, the chances of the vaga getting away are slim.

Why would the vaga go within neut range? Faction neut range is only 14km.
It's the Sac that is going into neut range. Remember this is a nano-sac. If the vaga gets into scram range and wants to do damage(slow down), its not that hard to get him within 14km.

Dead easy to use & reliable. Has two permarunning modes:
- All mods on except 1 mar - All mods on except the MWD
You loose some dps by using HM's instead of HAM's, but in exchange you reclaim enough grid to fit that TS SB which does wonders against drones in the background. Also the HM's allow you to engage up to your maximum locking range. Besides, I do 1800 m/sec when MDW'ing, which is not much, but enough to outrun hvy drones so you don't have to cope with all the hostile drones at once if they're doing too much damage to tank.
I use faction ammo instead of T2 since I don't want to bork either speed or cap recharge, with a few FoF's in cargohold just in case.
Sometimes it's hilarious to permamwd around with the MAR and SB on (specially when webbed) since people think you're injecting and longer the fight stands more risks they take because they're expecting you to run out of charges...
This setup seems to lack damage. I get 150dps will my skills.
