The rules governing that are set by the empires, not Chribba.
If you keep your nose clean (i.e. don't pick up aggro) you should be safe enough from other contestants, as they are not going to want to give everyone else a 15 minute lead whilst they sit out their aggro.
However, if you expect that no low sec residents will set up shop to have some fun with the wacky racers as they come through, well....

Will any of the paths go through non- Amarr space? its just some people might not be able to attend if it stays in Amaar space due to race difference.

No entry fee needed.
As for Amarr space, yes unfortunatly most things will be in or around Amarr territory, I don't really have the resources to do a New Eden wide event, sorry. But get an alt in a shuttle and you should be able to participate in some events the least.

Darn! I'd so much like to join, but the little bob-pets have a war dec on IAC. And that would spoil the fun of the 'love-quest' for me.

I picked up 2x Veldspar mining crystal II and a Centii C-Type Magnetic Plating. It was a great outing and thank you very much for the time and effort you put into this not to mention the isk.

Personally I was disappointed with my own results, even if Chribba is a wonderful fellow and a great asset and pulled off a fantastic event. I can nevertheless feel somewhat resentful that some people received multiple prizes and I managed to actually lose money. (not from the guy with the smartbomb fetish though).
Regardless, I hope you do it again next year (or sooner) Chribba, more cans with smaller prizes is my vote. So at least people get something.

Awesome event, best fun in ages!
What i found was:
13x mining drone II blueprint
2x covetor blueprint
1x thanatos
2x veldspar mining crystal
and 10 exotic dancers (not kidding lol)
Big thanks to Chribba for putting on such an event, was very well organised. Also a big congrats to whoever won the Veldpocolypse
