I would advise to set a few traceroutes to IP adresses to several locations on this planet. One of them the EVE server ofcourse.
Make sure it runs for an hour or 2 and see if their is anything weird on them.
It sounds like the problem lies with the ISP for the following reasons: *Other ISP's do not have the problem *Other users with the same ISP confirm to have the problem *The rest of the world does not confirm having connection related issues while playing EVE.
Seems like the ISP is the first to look at. Since more than 1 user has the problem, and these users are on diffirent geograpical locations, there is a good chance there is a fault in their network. Probaly an uplink port which is not functioning correctly, or a device that is having a high CPU load. Could be several things else, but one thing is certain, its not an 'uplink' or whatever. At best, its the port on the device connected to the uplink, but then you should also have problems with other internet connection oridnted applications.
Should be investigated by the ISP, since its not an administrative access at the end point (eve-cluster) but it's a forwarding/connection problem of your ISP.
To who reads this, please answer this: *Do you have problems with other internet connection-oriented applications? *Does the traceroute come up with anything? *Have you called the ISP? And what do they say about this issue?

Your traceroute keeps changing? hahaha!
I think that a faulty route is the problem. If a route changes, it takes some time for other routers to update themselves. I assume they dont use static routes, because then your hopcount wouldnt change from time to time. Whenever a route is incorrect, the IP you are trying to reach can be unavailable, while other IP's are still available. This also explains why you don't notice a lot of problems with other applications.
The best solution is to switch ISP, I don't think they are going to make changes in the network just because Mister X or Miss Y cannot play their online game very well.
