I've been hearing rumor of a free salvaging skill mission reward, so that I don't have to pay 900k for it.
Does anyone know where this is, and what is the name of the agent that I talk to?
Still on my 5th day of playing, and 900k is a lot to me.

IIRC it's from the 10-part storyline mission "Mountains out of Molehills" that the trade and industry characters get. Not 100% sure of that but you certainly get skill books, ships, modules and an implant if you complete all 10 parts.
The Amarr one is given out by an agent in Pasha but I'm afraid I don't know where the other race's equivalents are.

I'm glad you've clarified that "Mountains out of Molehills" is a Trade/Industry quest. I heard so many people talking about the infamous Villard Wheel on the rookie help channel I kept thinking I'd missed out on part of the tutorial or something.

  Crap.
I started down the prospector / miner line, and don't want to restart just for that.

Why start over? Just start a new char, suspend training for a bit on the main char and create the noob, spend 2-4 hours of so on the mission series and give the item to your main.
Just make sure that the new char is the same race as the main so it will not be so far to travel to get the goodie.
DISCLAIMER: This assumes that an earlier poster who said the Salvager was a reward was correct.
  Good luck.

Why start a new character when you can just travel on out to talk to that agent. Providing that you haven't royally ticked off that Faction, the starter agents will still talk to you.
Yes, you could make a grand tour of the galaxy, completing all the tutorial missions. _______________________________

You can do the trade/industry missions using any character it's just that the trade/industry 10 part mission will be more readily available to those characters because there starting agent will give it to them. If you want to do it, just ask a trade/industry character where you can find that agent and work for them with your character.... people are too quick to resort to metagame techniques like "alts" in EVE, can people not just think around their problems?

900k isk is piddling amounts by the time you start thinking seriously about salvaging...
I'd seriously recommend you focus your attention to perfecting your own skill at flying your ships, your character's skill at flying said ships, and only worry about extras once you've got both nailed down. -

As mentioned above, I know that 900k seems like a lot now but once you start bringing in the salvage it's pretty small. Just look at the buy orders for Melted Capacitor Consoles. Here in Sinq Laison, if you pick up a pair you can turn around and immediately sell them for 1.1m, which will pay for your skillbook and have 200k to spare - just from two pieces of salvage.
It's definitely worth getting started as soon as you can manage it. Ask someone in your corp for a 1m loan for the book - I don't think anyone older than a few weeks would turn you down as it's an exteremely legitimate reason - and you'll be able to pay them back within your first few hours of salvaging, should you wish.

Yes I got it yesterday :) I just bought it after a bit of work.
Training surveying first though hehe. That should be done in a couple of hours.

Which agent gave it to you? I did Mountains out of Molehills 1 through 10 and didn't get the Survey skill book. I did it in the Caldari starting area and am an Engineer.

Sorry folks, shows what I know
Though "Mountains out of Molehills" should make you enough cash and tradeables to buy it.
So, where the heck did my alt get the book from then?
