Well yes... I thought that CCP would have made it so that pirates couldn't claim bounties, maybe even going as far as to stopping people with lower sec rating from claiming bounties all together.
I thought I'd play the system and gain some quick ISK by thinking my way around the obvious barriers that CCP didn't even put in place. Suppose it rash of me to assume that CCP where sensible in trying to stop the bounty system being abused.

You now have ISK, I now have ISK. You no longer have a bounty on your head. I have a slightly increased sec rating for killing a 'wanted' man. We both win and go on our separate way....

There are actually two fatal flaws here. Since when do you claim "bounties" for blowing up the ships piloted by people with bounties.
Money only comes from pod kills, friend. And nobody (even if bounties weren't p-eye-rat honor) is going to surrender their clone for less isk than it costs to get a new clone/replace implants.
