I found this in the list of shortcuts.
What does it do and how do I use it?
Similarly there is a focus fire one too.

ahhhh its fantastic :D
so far its meant the difference between popping ur drones and havine them run off like muppets or not :P Passive, they'll stick to the ship, agressive they'll seek targets or attack urs

I just found that the status is in the top lefty corner of the drone window. Now it makes sense.

passive - they will not engage on theyr own.. you need to tell em who to shoot. when target dies they return to ship.
agressive- will agress on theyr own.. when target dies.. they choose another

Is there any way to toggle this via the interface, or do you have to use a shortcut for it?

In the interface left of the rule "Drones (x of x in space)" there is an arrow like the one you use to open your overview settings. With this arrow you can open the Drone Settings menu.
There you can choose for the passive or aggressive mode, and if the drone's need to use concentrated fire. Ratting spawns you want to wipe out completely in a drone ship has never been easier 
And ofc don't forget the new options you have with your drones on fleetmembers
