Are skills statistical modifiers, that is, do they modify the success statistics of a given operation?
Or
Are they just enablers, that is, do higher skils just enable higher level activities?
Or
Is it a blend of both?

It's a mixture. In general, the first level of a skill lets you do or use something, and further levels make you better at it and use more advanced... somethings.
For example, Small Projectile Turrets I lets you use most small projectile turrets, and further levels merely give you a bonus to damage with them.

It varies skill by skill. The description will tell you what it affects and how it does so. Or, in the case of racial ship skills, for instance, it will merely tell you that you will have increased performance in X race's Y ships (e.g. Gallente Frigates). The ship itself will tell you how the skill benefits it (e.g. Gallente Frigates 3 may give you 15% damage to small hybrid weps, or 15% more cargo, 15% reduced CPU on some module, etc.).
Your best bet is to look at items governed by the skill in question as well. Say, Miner I needs Mining 1 to use, whereas Miner II needs Mining 4 (or 5, I don't recall). You can look at the skill trees of each item to see what skills are needed... some only need 1 skill... others can need like 10+. ----- Ymandra's Profile |

Most are statistical modifiers. As the above example of turret and ship skills.
A few are simply enablers, such as the various ship construction skills: ie Frigate Construction, Cruiser Construction, etc. With these skills you need a specific level to perform a specific task (ie build a ship), but otherwise the skill provides no bonus.
As I said before, most are statistical modifiers that improve your effectiveness with each level, either for your ships' and modules' stats, or your own stats (ie trade and learning skills).
