relating to tech2 bp's released.
I'd like to know how many people have gotten multiple bp's out of the total released bp's.
I do think there is a problem with your coding, if so many people are able to get multiple bp's seeing as we're seeing people with 20k, 30k getting beat out by people who have just started researching again AFTER they have just gotten a bp already.
Case in point, 2 stiletto elite frigate bp went to the same person, 2 afterburner II bp went to the same person, 2 armor repairer went to the same person.....

As I understand the lottery, one's chance of getting a BP is based on the number of RP one has. So, if I have 2K RP I have twice the chance of someone with 1K RP.
But, since the vast majority of RP are held by people who don't have many RP, most lottery winners won't be the 30K RP specialists. It's pretty simple math. The guy with the single greatest number of RP has the single greatest chance to win, but his chance is still quite small. Pap Smurtf's explanation in the other thread makes perfect sense.
Let's treat each RP like one lottery ticket. One guy has 30K tickets, and a thousand other people have 270 each. That's a total of 300K tickets, so the 30K specialist only has a 10% chance to win. As a group, the casual researchers are far more likely to walk away with the BP, but individually each has a chance of winning of 0.09%.
If it were a completely random system, there would be no penality applied to those who'd just won.

Papa said (on IRC) he would look into the specific incidents of "double hits" for the same person. Personally.
Which is good enough for me.. he has a good record on following things through once he's on the case.

Just out of curiosity Morkt - any news yet? It amazes me that CCP knew that an equitable T2 distribution system would be extremely important. Yet (apparently) nobody there tracked how the BP's were being distributed in any meaningful way. I'm happy Papa particpates in forums and don't want to crucify him with his own quotes. But his first responses to this issue were complete denial that anything could be wrong, then when Morkt and others bludgeoned him with his own logic, he moved to "looking into it". Some weeks ago...
Then from the last CSM, it's clear that TomB had no clue about any of this. (Nice restraint shown there from Eve players on that one, I'm sure you were banging your head on the desk at the time...)
So - any words of wisdom from CCP yet? It seems simple enough to look at the RP pool and research areas, then compare odds of getting BP's vs what happened. Or at least calculate the odds of these repeat winners. I'm not asking for instant bug fixes, but some confirmation about this would be swell.
