yes, that is possible.
Can be done in a few days.
We sometimes have highly researched BPOs that can be traded directly. In which case there is no wait for your research to be done, but specs (i.e., ME/PE) maybe considerably higher than what you need.
Each case must be looked at.

what is a 'reasonable' me level?
I'd like to order short range medium and small projectile ammo researched (Phased plasma, EMP, Titanium Sabot, Fusion) researched to a reasonable level. I'm not an industrialist but i'd like to minimize waste factor. Blueprints will be shipped in 0.0 for personal use.

Yes we do, for a minimum of 1 mil per started 10 jumps.
If we need special precaution because of high value cargo, the price may be higher.
Oreders of 500mil or more receive free delivery in high-sec.

Sorry not here 23/7, here is reply to your enquiry:
I would say minimum:
ME10/PE1 (waste = 0,91%, build time = -10%)
Research cost is 15,1mil for ME10 (and additional 200k for PE1)
BPO Base research time is 1066,67 hours = 44d10h40m
POS Base research time is 800 hours = 33d8h
Express time = 570 hours = 23d18h
Better would be:
ME20/PE3 (waste = 0,47%, build time = -15%)
Research cost is 30,2mil for ME20 (and additional 500k for PE3)
BPO Base research time is 2200 hours = 91d10h40m
POS Base research time is 1650 hours = 68d18h
Express time = 1175,625 hours = 48d23h37,5m
Excellent research level is:
ME30/PE10 (waste = 0,32%, build time = -18,2%)
Research cost is 45,3mil for ME30 (and additional 1,6mil for PE10)
BPO Base research time is 3666,667 hours = 152d10h40m
POS Base research time is 2750 hours = 114d14h
Express time = 1175,625 hours = 81d23h37,5m
Its difficult to recommend more research than that, unless you plan to be building Feroxes and/or copying Ferox BPCs for years to come:
Maximum research level I would think is:
ME50/PE20 (waste = 0,19%, build time = -19,1%)
Research cost is 75,5mil ME50 (and additional 3,2mil for PE20)
Note that for express service you need to pay a premium.
