Eve-uni just demonstrated how spies and corp thieves are made and recruited.
The problem with the follow order your stupid noob aproach to leadership is that it fosters disloyalty. by having the leadership show it first.
This is a space ship game and theres no reason for anyone to show loyalty to the goals of the leadership if the leadership have seperated themseves from the member by the ways of ad hoc rules, followed rigid and have build wall of secrecy around themselves.
It's not the army where the soldiers are fighing for their homes it's a random mercinary gang where the members are trying fighing for their next paycheck or the guy next to them, you cant demand loyalty on the base of anything but your own show of it in this setting, and it's a game people pay to play in order to have som "fun"

it is also a internet spaceship game where multiple alliances and corporations battle it out in order to gain supremacy over the others. making alliances and sowing deceit is the name of this game hence why corporations and alliances need to have their members on the ball pulling together at the same target and it doesnt work if all 4342345234667723452345 members are supposed to discuss and each have their say on how to jump through the next gate. it just wont work without following orders and pulling where the leaders point, if you cant take that then GTFO.
and as i said earlier there is other times when discussion takes place and smart ones get noted and their comittment to the corp/alliance is observed and more decision power and opinion weight is put on their words. a nub whining because "he refuses to follow orders" is something that should get booted instantly.
Ive seen those corp fall and wound up in NPC space, the giving orders work when your a flawless FC and have the omfg blob to pwn anyone, once you start loosing it becomes the dual edged sword that will drive the corp back to empire due to members leaving or stop being active. It's the story of almost every disbanding corp alliance in the history of the game, sooner or later those guys who dont follow with blind loyalty choose to GTFO leaving the leadership alone, with nothing to lead.
Lockdown is one of those situation that drains the band of trust between the members and leadership, if you cant adapt to having gankers around without panic actions like that your not giving them the success they crave and if your not loyal tho them they have no reason to stay loyal now do they?

i dont exactly know what this "lockdown" you are talking about means but it is common tactics by almost all ppl to use as much force you can point at a problem at any single point in time to minimize the risk to your own pilots and their assets and the corp assets.
In this case as the OP descriped lockdown meant to order the meant to sit and do nothing hoping the enemy got bored thats a panic and fail tactics. it might be nessery but it's still a declaration of failure when it comes to that.
We have a guy who tried to fight failed got back in a new ship and got a kill and then got booted for disobaying the order not to fight, given that he did not mess up a grand rescue plan thats just putting leadership egos above all other.
He probably should have left the carebears of EVE-uni behind or taken a bribe as a spy but instead he made a complaint, eve-uni leadership decided to respond with a booting ensuring that any other disgruntled empoyee keeps his anger inside and either just leaves as first sign of real trouble or even goes to sabotage the corp to get back.
