You're thinking about this all wrong. With the removal of NPC orders for nexus chips it's only going to get harder and harder to get anywhere near 1000 isk/lp for LP. Caldari are pretty much the only ones you can cash out a mission ho's stash of LP with at the moment anyway.
So don't worry so much about squeezing out every last LP out of your agent. Worry more about how fast and easy it is to blow through the mission and the selection of L4 agents to refuse missions from in the neighborhood.

RSS has a good agent in Ylandoki (Q18).. you won't get missions into lowsec.

Locals friendly in Turnur? lol Atm, theres a Sweedish Pirate corp based there,ricochet is the name I think. I recently got high enough standings with RSS to use that agent, so I travelled to system and docked in the station to get a mission of the agent. When I undocked I was met with about a dozen flashing red players on overview; my domi melted from the combinted firepower of at least 6 tier3 battleships. Meanwhile, local channel was still filling up with more members of that corp entering the system.
From what I saw today, that agent is off limits to mission runners while the system is being camped, so I'd advise mission runners to avoid the place like the plague.

Quality, quality and quality!
People worry too much about that.
I use to live in saila/Motsu a long time ago.
I left when i lost a rattle on lag in Saila.
Now i run missions between 3 'hub' where a lot of agents are etablished.
13 low qual agents total (well theres 1-2 agent that have 13 or so quality).
I dont care anymore about the LP.
I use LP only to get the precious faction missile i need to do my gig.
Hey i think i have more than 1 million LP total with multiple corp but don't really care.
I think the majors lucrative things in running mission is THE MISSIONS (bounty + loot + salvage + those rare faction spawn).
Yes, i have 3.5 millions SP in socials skills so even a low quality agent give me interresting rewards and LP.
Those 'hub' are free from people (except maybe one but not like motsu/saila).
Whats quality is after all ?
Gives you more LP and the reward + bonus time are a lill more interresting. A LITTLE MORE!
Think about it.

Have to agree about last one. If you can get only 'good' missions over and over again you can get a lot more in rewards than in high quality single agent getting a lot of LP and few mil more in rewards.
Say 'Gone Berzek' over and over again. Approx 10 min + approx 5 minute to loot em (not worth salvaging) for 10 mil in bounties and approx 3000 m3 in loot. That 3000 m3 in loot is worth more than your approx 5 mil more in high quality agent (well approx +4000 lp and 2 mil in rewards).

Try this: eve-agents
the only downsides are that you can't restrict by system security level or page through the results.
