I have gone through the ships in EFT...I just can't find a good solo pwn mobile. The sleipner comes close- but it is not quite fast enough. any suggestions?

There is none left O.o
Solo PvP pretty much died with the blob(atleast 0.0, low-sec can be fun to solo in)
If low-sec is your style then a command ship with a heavy tank (that means any of them expept the Nighthawk) -----------------------------

Might help if you specify what sort of solo combat your looking for?
War/Lowsec/0.0 combat?
Solo fighting against battleships or hacs or smaller ships?

We are mercifully free of a true solo pwn mobile at this point in time.

Well, considering your character name, I would like to suggest the BattleBadger(tm). I've heard some good stories of the said badgers killing frigates and cruisers.
I don't have an exact setup to give unfortunately, but you should be able to find some here on the forums.
Hope this helps

The NH has a damn good passive or semi-passive tank. Semi- can get you 149dps and over 80% resists across the board with an omni-tank. I know from my own corp testing that no matter what you put on it a CNR cannot break a NH omni-tank.
Unless..
The semi-passive is a bit vulnerable to NOS (20 minute recharge means even hardeners won't run for long if you're NOSed) but with recent changes that is less of a problem. I've not tried a true passive tank yet. The problem is a lack of passive Invuln.
The real problem with a solo NH is missiles (which are not ideal for PvP) and output DPS in general.
But the real issue with the NH isn't with solo PvP. It's with gang PvP. As a solo ship it's not too shabby although like all Command Ships a bit expensive if you lose it. I'd say risk/reward isn't good for soloing any CS. -- (Battle hardened industrialist)

Nano-Sac or Curse if you know what targets to go after; anything else won't have the combination of maneuverability and power to take down most targets while escaping from blobs.

There is no one solopwn mobile that can just go around and destroy most things in its path, even 1v1, there will always be a setup or ship type which will always ruin your day.
That being said, the best solo ship I can think of would be a vagabond, its fast, good dps, pretty good tank, not too expensive for a good t2 fit/ the hardwiring implants are too bad either and a necessity imo, if you want lg snakes then its become pricey, but worth it due to the extra survivability you get, just don't lose that pod.
Pretty much anything you can't kill in a vagabond you can run away from. Hell you can even get through some pretty rough gate camps without too much trouble, but this isn't guaranteed due to lag and/or bad luck.
While you wont be able to kill everything, or even most things you can take on any smaller sized ships, any t1 cruiser, some t2 cruisers, some bc's, and noob/badly fit bs's. Your best targets are short ranged ships, just orbit at 17km or so and laugh while they sit there and die.
If things get rough you can always just mwd away and warp out. Biggest thing with a vaga is dont get webbed - i suggest to practice this important tactic with a stabber before you drop the isk for a vaga. If you can avoid getting webbed you will pretty much always kill your target or be able to warp away.
My second choice after a vagabond would be a stabber for pretty much all the same reasons as the vaga with the added bonus of being very cheep in exchange for tank/speed/dps, you wont be able to kill a t2 cruise or probably bc's with it unless they are terrible or afk, but for what you can kill you can kill very well.
The best part about the stabber is the fact that you are more willing to take much bigger risk in it, wanna try to kill a T2 fit vexor, go for it, find a newbie raven ratting, yarr!! And when you beat them its a pretty awesome feeling
