I think that these fixes have been for the best. The fact that the cruise missiles and miner2s could be used by people that shouldn't have been able to have them is a bug. People consistently come here complaining about bugs that hinder them, but never about bugs that help them. Miner2 is a tech 2 item, and all the rest require a level 4 skill. Obviously this had to follow.
Before anyone decides to flame me, I only have miner III and I need to spend another day training it up. No biggie, anyone serious about mining should have mining IV anyway. Especially if they intend to mine with a tech 2 item. So I can't use my 4 miner2s either. I didn't use cruise missiles anyway, but already did think that the requirements were a bit low.

Yes, the developers decided to try and figure out how to offend you personally. They weren't trying to iron out a bug in the game which would only have took a very quick code change to fix.

Perhaps, rather than raise the requirements to use a tech 2 item, the devs could lower the requirements to use all other tech 2 items! Then there would be tech 2 consistency at least.

Once again, it was something that was broken. Even if it benefits you, it's still a bug.

The fixes here were really quick to code. Probably no more than an hour or two. Bigger issues need more time to fix, this fix wouldn't have impacted the time for a bigger fix at all.

All in all, a pretty well thought out hotfix by CCP. Even though it directly affects me for the worse.
