I am planning the outfitting of my brand new Caracal and I note that all the setups I read used heavy missiles. I also note that there are skills to train light and medium missiles. Is there any reason to train these skills, or to use light or medium missiles?

After a quick double-take in the item database, I can honestly ask: what in the world are medium missiles?
EDIT: Could you possibly mean rockets and light missiles? And mistook light missiles to be mediums?

you basically have the option to fit:
rockets (rocket launcher - but assault launchers are better) light missiles (standard and assault launchers) heavy assault missiles (HAM launcher) heavy missiles (heavy missile launcher)
The reason to use smaller launchers than heavy is for fitting and anti small frig... - I'm a nice guy!!
But hook me up with some pew pew, because I'm really bored... |

Light missiles work better against frigates than do heavy missiles: look at the explosion radius of heavy and light missiles, then compare that to the signature radius of some frigates.

It's worth it in the sense that it's 100% necessary to even be able to use heavies. Check the skill requirements.

Rocket Launcher-fires rockets, and is the best Defender launcher. Rockets are frigate-sized short-range unguided missiles, very rapid-fire. Defenders are anti-missile missiles, but don't work very well. The only possible use I could think of for rocket launchers is for a HAM Caracal which didn't have the fitting for a full rack of HAM launchers.
Standard launcher-launcher for light missiles. Light missiles are frigate-size long-range guided missiles, slow RoF but good alpha. Only use I could see for it would be a heavy/assault (NOT heavy assault) Caracal without the fitting for a full rack of those weapons
Assault launcher-cruiser sized launcher for light missiles. Basically, it's a tougher-to-fit but faster RoF standard launcher. Useful if you want to specialize in taking down frigates and destroyers because of light missiles' better explosion radius and velocity.
Heavy launcher. These are probably the most used launchers for Caracals. Heavy missiles are cruiser-sized long-range missiles. Twice the range and twice the damage of light missiles, with the same RoF as standard launchers. Explo radius and velocity means that they suffer a damage penalty vs. frigates, but deal full damage to cruisers (certainly with a target painter). Useful if you're at long-range (which means missions and many PvP support applications).
Heavy assault launcher. A cruiser-sized version of the rocket, much like the heavy missile compared to the light. Same high RoF, lower alpha, short range, they're unguided, etc. Use if you are close-in and can afford the fitting costs. It'll net you the best DPS, but will require a couple sacrifices.
Cruise launcher. Ordinarily a battleship weapon, but with 2 T2 Reactor Control Units and 3 Ancillary Current Routers, you can fit one! Surprise your friends with missile trails as big as your ship is! Add DPS from extraordinary ranges!
