Pick which ever Gallente bloodline that you like the looks of most, the choose the Ancentry and attributes as listed below:
Jin-Mei -> Saan Go Caste w/ +3Perc +2Int or Gallente -> Miners w/ +3Will +2Int or Intaki -> Artists w/ +3Perc +2Mem
They are all equally good, so just pick the one you like the looks of most.
To get an early start on Drones choose the Special Forces carear path.

With implants and learning skills you can fill in gaps in the attributes.

With the setup I am recommending for Intaki your base attributes would be 8I 8C 8P 9M 6W.
Add the starting skills for Special Forces and they would be 8I 8C 10P 9M 10W.
Train up your learning skills to level 4 and add a set of level 3 implants and they will balance out at 21I 21C 21P 22M 19W.
Optionally you could shuffle 1 point from memory to will power so that your final attributes would all be 21 except will power at 20.

If you want to do anything that involves flying a spaceship you want more perception.

another important thing...
your stats (int, mem, cha, will, perc) do NOT affect your combat in any way. or how NPC's perceive you (charisma)
your attrib stats ONLY affect how fast/slow you train skills, period.
if you have low charisma, then your training for skills in leadership and social will be slow.
if you have low int/mem then your training for skills in electronics, engineering will be slow.
few tips for new comers...
roll a toon. play it a few days and figure out the game few days later, realize... "oh well i screwed that toons stats up" reroll a better toon, trash the old one.
focus on training your learning skills:
Learning - gives 2% bonus per level to your attributes. Level 4 learning turns a 16 int into (0.02% x 4) * 16 = +1.28 or 17.28 int. Eve DOES use the fractional part, you can get a program like EveMon which will show your true stats to 2 decimals (eve game only shows the integer).
Will Power, Spat Aware, Inst Recall, Analy Mind... each level gives you 1 attrib point in whichever the skill is for. Train these to lvl 3 or 4, and that will make your training faster (Before you go into alot of training for spaceship command and gunnery and missiles, get your Perc and Will power up... before you train Mech, Eng, Elec, Industry, Science... get your Int and Mem skills up to lvl 3 or 4. Training will go faster that way.
If you are about to go into alot of Spaceship Command training, it's useless to work on getting your int/mem up since those attribs are not considered when calcuating training time for SS CMD... get perc and willpower up tho.
Training goes on in realtime and once a skill has finished, training will STOP, you can't queue skills. So when going to bed, swap to a training skill that will last longer than when you will be away from the game. When you come back to the game, swap to train some skills that will finish before you quit player, then swap back to the long training skills when your done playing, rinse and repeat. Gives you some immediate skills for now, and also preps you for the future with your learning.
2 week goal: learning, will power, analy mind, inst recall, spat aware all up to level 3 or 4. People will ridicule me for this but also try to get Empathy up to lvl 2 or 3. If you start with 3 cha that will nearly double your social traing times.
Empathy because I recommend you get some social skills which will help IMMENSELY in getting your standing (rep) up with NPC factions. If you have low social skills, your rep increase will be at a snails pace. 3 week goal: Social lvl3, Connections lvl3, Negotiation lvl3. Empathy will speed up learning these skills. Youre gonna need 48000 skill points to get to lvl 3's ... with my cha 7.5 and int 20.5 thats about 48 hours of training.

Overall, when people say balance your stats, leaving cha to low priority, I agree. There are only a handful of skills that use cha as a primary, well worth gimping it when you make your character. However - you should boost cha with Empathy and a +1 limited implant... which you will probably get as a mission reward down the road. I've already got an extra set of +1's from mission rewards.
Also, remember to upgrade your clone when you get near that clone's max level of skill points it can hold... if you get killed (podded) you revert back to your clone, and if your clone can't hold as many skill points as you have learned, you are going to lose alot of time catching back up (imagine that skill you got to lvl 5 getting nuked!)
And don't be afraid of low-sec. In a cheap frig and no costly implants, you dont have much to lose. Eye Local for human pirates and traffic advisories, and get you some rats... they are mostly cruiser rats who have a hard time with a lil frig cirlcling them at 500m

It's not the number of skills that use the attribute that matters the most, it's the number of skills the player will want to max that matters the most. 4s are usually plenty for most things, but once a player wants a 5 in advanced skills, those extra points start to matter a lot. The player already said leadership skills appeal the most to his personality, so he very well might rather max his Leadership and Corporate skills and be happy with large turret 4.
