Now that CCP has focused on their flagship product and 0.0 blocs are focusing on the CSM, it's more important than ever to have experienced CSM reps with broad game experience to guide the conversation as it steers toward a revamp of sov, risk/reward, and the relationship of 0.0 and empire. While CSM6 has done an excellent job overall, their lack of reaction at the GM's changing the War Dec rulings highlights a lack of expertise in small gang warfare and empire/lowsec conflict mechanics.
As CEO of Noir., one of EVE's most respected and established mercenary corps, I have years of experience in small gang combat in empire, low sec, and 0.0. While I am certainly a PVPer, my clients frequently include industrialists, mission runners, and small alliances of all sorts so I am uniquely aware of the need to balance war decs between attackers and defenders. Though my corp does not have sov, we have in the past so I am familiar with the issues facing small alliances and can engage with the 0.0 bloc representatives on how to make 0.0 work for everyone. As part of CSM4, I brought that expertise to the table effectively and was involved in both the initial Dominion/Tyrannis "feedback" (aka rage), laying the groundwork for many of the fixes and quality of life features now in the game, and the process of turning the CSM into the potent institution it is today.
CSM7 needs someone to represent the needs of small gang PVPers and provide needed perspective to upcoming ship balances, war dec mechanic changes, and sov revamp. I agree with your platform of 'small gang warfare' but would just like more info on how you suggest going about fixing or enhancing this area of the sandbox. Any specific issues or fixes that you would like to bring to the table at this time?

Questions, questions !
1/ What would you change to High Sec to increase the reasons for a wardec ? (atm it's 1/ I want to kill these shiny ravens/nomads 2/ I don't like this POS 3/ I don't like them and I want to punch them in the face).
2/ Do you want to keep the current rr mechanisms ? (you can remote people even when you're not in the wardec "neutral rr" and you can dock/jump without the 1mn agression timer "undock games").
3/ What do you think of the current wardec prices ?

I spent some time under Alekseyev's leadership. I'm glad I did - he is pretty awesome all around. He has a very firm grasp on the nature of Eve, doesn't waste time on BS, and is willing to listen to everyone's input. Noir. spends time in high, low, and null sec, and gets involved in fights of all sizes - to say that his PvP experience is broad would be an understatement. He knows his stuff, and his perspective and demeanor would both be a valuable asset to the CSM. |

Alek has already served honorably in this position and is worth his metal.
His current focus may be mercenary work but his knowledge of this game is broad and his desire to improve ALL areas of it, not just PVP, is strong.
Many of my own in game suggestions have been based around PVE improvements I would feel well represented by a strong candidate like this. |

You're a miner ? Belts are replenishing way too fast, you don't have to kill the other miners living in the same system. You're an industrialist ? Too many station slots are available, and good luck ganking freighters, because that's the only way (excluding the market itself) to compete with them. Etc. There is an exception to the "dock in a station and/or drop for a NPC corp" : highsec POS. They are the only things that people must protect. Atm, highsec POS are truely invulnerable thanks to CCP, and even without that, I know no entities that could be willing to destroy a large POS with a moderate defense, on a regular basis. None.
Alek is willing to fix wardecs, and I have no doubts he will be competent to help CCP on this subject. But the "highsec pvp" is not only about wardec mechanisms.  |

Consider that, being in charge of Noir for over four years, Alekseyev Karrde has experienced every facet of warfare in EVE, from the high sec wardec to wormholes, sovereignty to large scale combat in null sec. Consider the state of EVE at this moment, broken concepts like bounties, faction warfare, empire wars. Neglected ideas, broken concepts and inconsistency. The list goes on.
There isn't another CSM candidate who can boast that level of experience, with a tried and proven track record both ingame and previous CSM. There isn't another CSM candidate out there, who can represent all parties without taking sides, with the experience and perception needed to bridge the gaps and find the best solutions for all.

I can't speak for Alek but I can say the following based upon how Noir. operate and the to the game in general.
Neutral remote repping is a broken mechanic. We don't use it in Noir. because it's a terrible game mechanic and a dishonourable way to fight. It's certainly something that needs revisiting. There are plenty of simple solutions to this that have been suggested time and time over. They just need prioritising.
War decs are not working well at present. It's very cheap and easy to start a war and its easy to 'alliance hop' or 'dec shield' to counter. As mercenaries Noir. relies on the "war dec" mechanic, however, we a not hi-sec greifers so we appreciate the requirement for a well thought out counter measure for wars or the ability to counter using a third party. Being non-politically motivated and able to fully appreciate both sides in this area is key.
Noir. is also champion of the "little guy"; we are experienced in fighting in small gang warfare and not winning by simply having the biggest boots. Whilst the big power blocks of sov and empire are pushing their candidates forward with the might of their alliances behind them to vote, it is worth remembering that a lot of people play this game within a small group.
By voting Alek you are gaining the experience of years of diverse EVE game play along with the non-political fairness that would be ideal for the CSM. In addition to being a respected merc with a lot of experience you are voting for an attitude of prefessionalism and fairness that is inherent to Noir.'s history from day one. Aside from specific motives or answers having open-minded, fair players on the CSM is key.

...in any case. I'd like to ask some questions.
What do you envision for the place of hisec wardecs in the long run? Does your interest lie more in developing entry-level PVP in lowsec or hisec? What do you think of this kind of model?
I notice that your members seem to be largely against neutral logistics, even considering it to be a 'broken' mechanic. On the other hand, virtually everyone else who PVPs in hisec would greatly prefer their logistics to be neutral, as it does not spike the wartargets' local with unnecessary reds and scare them off unduly; having all your logistics in-corp will actually ruin a large number of otherwise reasonable fights. Which way do you lean?
What are your thoughts on the problems of logistics in general on stations and even gates? They are pretty close to invulnerable (albeit not too hard to defeat); many people consider the difficulty in killing them to be a sign that they are wildly overpowered rather than attempting to counter them. But the fact remains, logistics on stations are almost impossible to kill. Do you think this is a problem? If it were up to you, would you change it? What about bumping the timer up to as high as the dock/jump timer of the guy you're repping, so you can dock or jump at the same time?
Have you had experiences with logistics in large gang/small fleet fights in hisec recently (or, heck, large fleet fights)? Are you aware of the way the 'incursion' aggression changes have roadblocked legitimate hisec logistics?
