high slot: 7 Heavy missile launchers ( i use arbalist but whatever works for you is good)
medium slots: a tech 2 large shield recharger x1 tech 1 shield amplifier x1 ( working to get tech 2) 2 large shield extenders ( these are the specific ones i use)
and then i usually put active / or passive shield hardeners in the remining slots
low slot
Power plant modules ( these are the specific types i use) X3 and 1 damage control unit ( better is always good for this module)
and in my rig slots instead of going for the recharge rigs i went for the shield resistance rigs 1 em, 1 thermal and 1 kinetic. combined with my skills and the hardeners and the damage control modules my drake can easily take a beating indeffently in a level 4 mission if you just take a few minutes before hand to read up on it on your mission site of your choice and find out which resistances you will need
and drone bay i usually just keep 5 tech 1 hobgoblins in there
my setup i know is not the best out there because of the gear but i can testify to its effectiveness. i run level 4 missions with my corp mates as a drake tank all the time in this ship =) and as skills get higher it will only get better. =)

On my passive Drake I use 1 LSE, 2 Active hards 3 passive hards and the thing could literally take on a world of level 4 mission aggro.
P.S. active tanking on Drake is utter silliness

here is my setup
highs:7xt2 heavy missile launchers,1x drone link augmentor mids:1xt2 shield recharger,dread guristas shield amps,1xt2 invul lows:4xT2 shield power relays or a T2 ballistic control rigs:3xcore defence purger's
you can flame me if you want,but i getting ready to go on 4 year's playing eve and soloed some of the hardest lvl4's missions out there.went from a raven to a cerberus and now to drake...just figure i put my 2 cents into this topic

mine has
7 limos heavy launchers - some times i use a large shield transporter on this drake... then i drop the ballistic control systems and install the cpu upgrade tech 2 and the reactor control untis and some passive shield resistance tech 2
1 tech 2 afterburner, one invulnerability field, 4 tech 2 shield extenders - the tech 2 AB can be replaced with another large tech 2 shield extender
2 tech 2 ballistic control systems, 2 dark blood reactor control units
2 shield extension rigs (amount of hit points)

most of the setups here are pretty decent
I like 3 large extenders, 3 hardeners (mission resist specific), 2 ballistic control systems, and 3 power diagnostic systems. I use 6 heavy launchers and a tractor beam in highs (so i can fit the rest of the setup).
That being said, if you want to be successful with a drake skill up so you can fit tech 2 modules for every module that I mentioned above. The drake is a pretty good isk maker so you should be able to afford it by the time you have the skills.
Once you have the t2 mods down, you can start really trying to generate ISK to either buy a raven or buy some rigs for your drake. Shield Purger rigs x 3 will make a big difference. Also make sure you shield compensation skills are up to lvl 4 and all your other shield support skills are at the very least lvl 4 (i would say get them all to 5)

2 BCS and 3 PDS? How are you managing that when Drake has 4 low slots? Isn't 3 PDS a bit overkill? (I've always thought of >1 PDS being a poor substitute for proper skill training)

You thought this thread would be different somehow?
First off, every T2/Officer 6 bil item has a lower cost/SP equivalent and it's not hard to figure out what it is.
Secondly the basic idea of a passive tank is to increase shield capacity while increasing recharge. The other variables are resistances and cap recharge.
Third, I seriously suggest using EFT for figuring out a passive tank setup, that is one area where EFT won't fail you or mislead you.
Lastly, figure out how much tank you need vs. damage and cap stability for what you are doing. For L3 missions I've found the following setup successful in all situations with very few warp outs (mostly when neutralizer towers are present).
7x Heavy Missile Launcher (I use T2) 1x Tractor Beam
2x Shield Recharger (I use T2) 2x Large Shield Extender (I use T2) 2x Invulnerability Field (I use T2)
2x Shield Power Relay (I use T2) 1x Shield Flux Coile (I use T2) 1x Ballistic Control Unit (I use T2)
Now, if your skills are lower and you can't use T2 there are a few things you can adjust on that setup to increase the tank. First off that setup is 100% cap stable with the char I am using. Anything around a half hour of cap stability should get you through most missions. You can drop the Flux, add another Shield Power Relay and a Power Diagnostic System and gain a lot more tank and still have good cap stability. You can also add the Core Defense Field Purger rigs if your skills alow.
If you take the passive tank as far as it can go you can do L4 missions with a Drake, assuming you can deal enough damage.

To the OP:
Two things you need to to in order for a passive Drake to function properly:
1) Fit the mids with: 3 x Large Shield Extender (preferably LSE2) 3 x Harderners (for semi-passive) or 3 x Amplifiers (for full passive). The resist should be adapted to rat faction. I recommend harderners, you have plenty cap since you use it for nothing else. 2) You need to fit rigs: 3 x Core Defence Field Purger I Yes they are expensive for a noob but the passive tank just doesn't function properly without them. Sorry but that's how it is. Always fit purgers for passive tank, never anything else.
In the lows you can fit whatever you want and can, focus on getting the recharge rate up. Shield recharge = life. However, the above is the only setup a passive tanking drake should ever have in its mids. Period. Don't let anyone tell you different.
BUT... If you can't afford the rigs, then you will not be able to get a proper passive tank on the Drake, simple as that. However all is not lost. Your other option is to operate on a HP buffer rather than a proper tank, which is actually more than enough for level 3s (not counting bonus rooms at least). What you do is simply to replace one harderner/resist amp with a fourth LSE.
