Amarr are the worst race for the following reason:
Every ship class which has a distinct role is listed below and what I consider the best 2 in their ship lines mostly in terms of PvP;
Best 2 assault frigates Ishkur - Jaguar (2 points gallente 1 point minmatar)
Best 2 battlecruisers hurricane - drake (2 points minmatar 1 point caldari)
Best 2 battleships, depends on role so no comment
Best 2 black ops ? No clue, I would assume the sin is best...
Best 2 carriers Thanatos - Archon (2 points gallente 1 point amarr)
Best 2 command ships damnation - Sleipnir (2 points amarr 1 point minmatar)
Best 2 covert ops Buzzard - Cheetah (2 points caldari 1 point minmatar)
Best 2 stealthbombers all equally boring
Best 2 cruisers, as battleships to many different uses for cruisers
Best 2 destroyers, Trashers - Cormorant (2 points minmatar 1 point caldari)
Best 2 dreadnoughts Moros - Phoenix/revalation (2 points gallente 1/2 point caldari/amarr)
Best 2 EAS Cheetah - Keres (2 points minmatar 1 point gallente)
Best 2 frigates Rifter - Kestrel (2 points minmatar 1 point caldari)
Best 2 HAC's Vagabond - Ishtar/Sacrelege (2 points minmatar 1/2 point gallente/amarr)
Best 2 HIC's Broadsword - Onyx (2 points minmatar 1 point caldari)
Best 2 interceptors Crow - ares/malediction (2 points caldari 1/2 point gallente/amarr)
Best 2 Interdictors sabre - flycatcher (2 points minmatar 1 point caldari)
Best 2 Logistic cruisers guardian - basilisk (2 points amarr 1 point caldari)
Best 2 marauders Golem - Paladin (2 points caldari 1 point amarr)
Best 2 recons rook - huginn (2 points caldari 1 point minmatar)
16 points for Minmatar
14.5 points for caldari
8 points for gallente
7.5 points amarr
Basically if gallente wasn't hit quite hard with the nerf bat (brutix/recons) they would be significantly ahead in the list above.
Also this doesn't take into account the far better t1 cruiser/battleship lineup gallente has compared to amarr. But quite frankly I can't be arsed to make a decent list with points given for certain roles to demonstrate that.

Well, most of it is a matter of taste of course, but would anyone in their right mind really say Kestrel is better than the Punisher?
i'd say
Best 2 frigates Rifter/Punisher 1+ point each
15.5 minnies
13.5 caldaris
9 amarr
and 8 gallentes
also, this list is kinda stupid 
Of course the list is only an indication, the reason why I put the kestrel above the punisher is quite frankly even though the punisher can field a nice tank it's a nightmare to get cap stable (and you need to put off your MWD to hit anything meaning insta pewpew by larger sized turrets/drones/missiles instead of only drones/missiles).

I'd say Amarr are a very good race, theres just the Apocalypse that needs to be looked at.

The other changes are more subjected to personal preference, but quite frankly those listed above are just silly.
