There is no set guide to starting up your own corp buy keep a few things in mind:
1. What will you do with the corp? You will need to set some corp goals to attract members. Is it a PVP corp or a manufacturing corp.
2. How will you make the corp money? Most manufacturing corps make ships to sell for the corp wallet,etc. You always need to keep this in mind.
3. You will also need to have the basic corporation management skills: Corporation managment (adds 10 memebers per level you train up) Ethinc relations (allows members from different races to join up to the corp) Anchoring (used for station containers and POS anchoring but indirectly related to the corp)
There are other corp management skills available for when you have more members. these can all be found in game.
4. Setting up and running a corp takes a lot of hard work. you will find you will be putting most of the work into the corp. If you are willling to sacrifise personal gain for the corp gain then you are on the right lines.
5. Members - How will recruitment members. you may need to think of ways to advertise the corp, either in the forums or ingame via recruitemnt. You will also need to target a certain aspect of the pilots depending on the type of corp you run.
6. the initial setup - once you have firm idea of everything i have explained there are a few things to consider. Hangers -name the hangers appropriately and start filling them up with things corp members will use (this will take you some time to achieve this) maybe look at having a trusted friend to join as a director to help you out, this will help the amount of work you have to do initially. Tax - this is a tough one, too much tax and people wont join but too little will mean the corp makes no money. 10 - 15% tax is usuallyy accepted.
7. Onvce everything has been set up, maintain the corp by keep up corp stocks and try to make the corp wallet increase by running corp ops
8. Look to join an alliance, they can help you further.

Make sure you FULLY understand the corporate security structure before you make changes to your members abilities to take from your hangar space.

i'm assuming you're new. I'd suggest joining a corp for half a year and see how it's run and what's done right/wrong. Apply what you learned.

Also. Remember that you will need to attain the required number of people necessary to preform "operations" in your area or you'll NEVER be able to retain the people you try to recruit (unless they're your real life friends).
For a high-sec mining corp this can be as few as regularly having 2-3 people on in your timezone. For a low-sec-0.0 mining corp you'll need a lot more people. For a PvP oriented corp this can be anything from 3-5 competent PvP pilots on at most days in your selected Timezone, but in many cases you'll need to be able to get 20+ competent pilots online at special occasions. Make that 40+ and the ability to take down dreads if you're planning to set up POSses in low-sec (unless you're just planning to abandon the POS as soon as it's under attack. Make a note that if you can't defend your low-sec POSses they need to be a very minor part of your ops, or else the corp will crumble when faced with the first hostile capable of sieging a POS out of existance). ______________________________________________ -You can never earn my respect, only lose it.
