As I see it, with Stealth bombers getting 100% reduction in targeting delay as a role bonus is there a reason to train cloaking 5, especially since black ops only requires cloaking IV? Am I missing something?

It'll drop your covert recon's lock delay from 6secs to 5 iirc.

I had trained cloaking 5 when I thought it was a pre-req for black ops.

Theoretically CONCORD Modified Cloaking Device requires Cloaking level 5.
I say that in theory it requires it as I don't believe there are any in game.

Nope - covert cynosural generators need Electronics 5 (easy) but then Cynosural Field Theory 5 (harder). Cyno theory 5 seems a better train than cloaking 5 with the current set up.

If you're going away for a while and have all other long skills to five (BS 5, BC 5, etc.) Least you won't lose out on SP, but augh.

That and the locking time is the only 2 things you get from cloaking 5.
