Which is the best general use (Ratting & mission running) Minmatar ammo? I understand that there different damage types and that some are better vs. armor and others better vs. shields but instead of waiting 10 secs to swap ammo I was wondering which one works good against both.

Varies a lot depending on what rats you are fighting but overall im a fan of phased plasma ammo. We come for our people |

With ratting & mission running you do not normally have different resistances for amour vs shields.
As such you just pick the ammo that works best on that faction of rat.
With ratting, you just load up on the best type of ammo for that region.
With missions, I normally swap ammo types while warping into the mission. There is plenty of time for that 10 second swap as it is only done once per mission.

Most every NPC pirate (rat for short) will have a general weakness against one of the damage types. The damage type a rat is weak to is generally the damage type it usually deals out. Angels - Explosive Serpentis - Thermal/Kinetic Guristas - Kinetic/Thermal Blood Raiders - EM
Now as to your ammo needs, against Serpentis, you might want to use Phased Plasma for that extra Thermal hit. Against Angels, you'll want something with more Explosive power. With the Blood Raiders, you'll need the most EM damage ammo, such as EMP.
In addition to your projectile weapons, you will generally have access to combat drones and missiles. Again, you'll want to match your damage to the rat's weakness.
Now if you go up against other players, you'll want to know what your target hasn't maxed out damage resistances to. (Like he's gonna tell you that) _______________________________

If you stayed near your home systems, most rats will be Angels and most missions will be either against Angels or some kind of Amarr newbships. In either case, (explosive) FUSION ammo will be best. Some missions will be against mercenaries, and for them you might switch to (kinetic) TITANIUM SABOT ammo. You can carry even more types, to fine-tune your offense, but it's not so important until you get to higher-level missions.

I've run missions against all damage types from the same agent. What I usually do for all missions is just load up Depleted Uranium (does some kinetic, thermal and explosive damage), and carry em missiles or drones. That way you are doing some of all damage types. If I start having trouble with one of the missions, then I switch out for the appropriate damage type: EMP - em Fusion - explosive Phased Plasma - thermal Titanium Sabot - kinetic Check out eve-info.com if you're unsure what damage type to use.

As previous posters have said, ammo type depends on the rats/NPCs you are going after. But you can't always carry every ammo type with you so you have to make a choice about what type you carry.
I prefer to use phased plasma as my generic shoot at anything ammo. I usually carry others and if I'm going on a mission where I know what NPCs I'll be fighting I'll switch but for casual ratting or pvp phased plasma seems to work great.
And since I make all ammo types and sell them I can say that phased plasma sells the best so it must be very popular to use by lots of people. The second favorite of my customers seems to be EMP, then Proton, then Fusion. -----------------------------------------------

Phased plasma. Does thermal/kinetic damage, and either one is useful against all rats except Blood Raiders and Sansha's. For those you would want to switch to EMP. You should note that you take a 37.5% hit to your range with this ammo, but I wouldn't worry about that too much.
Sansha and Blood Raiders: EM Angels: Explosive/kinetic Serpentis: Thermal/kinetic Guristas: Kinetic/thermal
I tend to also use kinetic and thermal damage when facing mercenary factions (Seven, Mordu's, etc.)
Also, for drones, you're best to just use Hobgoblins (or Hammerheads or ogres depending on what your drone bay and drone bandwith is). Hobgoblins (as well as hammerheads and ogres) have the highest damage multiplier of their drone class, so even if the rats you're fighting aren't most vulnerable to thermal damage chances are that hobgoblins will still work better than other drones in the same class as they have lower damage multipliers. The one exception to this rule is that Hornets (or other kinetic damage drones) seem like they work better against Angels than thermal drones.
