Why is there no thread on this forum listing the rules for sovereignty? How it is claimed, where it can be claimed, how it is contested, how much different size towers or towers that are in reinforced mode count, etc?

Any system that doesnt have NPC sov can be claimed. You claim it by deploying a tower and enable the "claim sov" tickbox.
1 Large Tower > Any number of Medium Towers
1 Medium Tower > Any number of small towers
2 Large Towers > 1 Large Tower
It can be contested by deploying the same amount of large towers as your enemies. I takes 7 days for claims to take effect, reinforced towers count towards sov as well.

top right corner "search" > Sov
you'll get all the info you can shake a stick at...

The dev blog doesn't really contain all of the details I'm looking for, and this should really be in a sticky thread in this forum.
Going way back I was always told that large > any number of mediums, but these days some people claim that 2 mediums = 1 large. I also always thought that towers in reinforced mode do NOT count, and am pretty sure I remember seeing systems taken by placing all towers into reinforced mode so the holder had 0 claims on the system, then 1 claim immediately trumped zero without the need for waiting 7 days and the station could be taken immediately.
I also want to know exactly how the 7 day timer works. Is it 7 days per tower, until their claim counts? Or is it 7 days of having a greater claim to take sov? What happens if within that 7 days the other side anchors more towers? Does the 7 days reset, or can you add more towers on the 7th day and get sov? If you have an exactly equal claim, does that take sov after 7 days? Does it break theirs and nobody gets it?
These are some of the things I would like to see in addition to the information in the dev blog placed in a sticky on these forums.

I don't know when 2mediums = 1 large, but it has not been that way for over a year. 1 larger tower is greater than any number of smaller towers.
Sov level is based upon the OLDEST tower in system, so if you put one up for 7 days and one up 3 days later and the next day the first one is takendown/destroyed, you can't have sov until the 3 day old one reaches 7 days old. Same goes with the higher sov levels, take down the oldest tower and it reverts to whatever level the next oldest tower would have claimed.
If someone has 5 towers claiming sov, and someone else puts up 5 towers, and after 7 days (downtimes actually) the second 5 are still there and it is 5:5, sov is neutralised and no one has sov. Whoever gets sov after that has to start at sov lvl 1.
I think this was in another thread, but it was around revelations 1 I believe (12 ish months ago) that towers in reinforced were changed so that they DO continue to claim sov until they are destroyed. Back then the timer was only 5 downtimes.
If no alliance has sov in a system with a conquerable station, anyone can shoot the station and claim it.
